The Commission proposes to be empowered to adopt delegated acts to grant exemption from notification of information by fishing vessels or to establish different notification periods, to determine benchmarks for inspections of landing and transhipment operations by third country fishing vessels, to adapt the catch certification scheme for some fishery products obtained by small fishing vessels, including the possibility of using a simplified catch certificate, to amend the list of products not included in the scope of the Regulation, to adapt the catch certificate submission deadline to the type of fishery product, the distance to the place of entry or the transport means used, to establish rules for the granting, amendment or withdrawal of approved economic operators' certificates or for the suspension or revocation of the status of approved economic operator and on the conditions of validity of approved economic operators’ certificates, and to establish Union criteria for verifications in the context of risk management.
De Commissie stelt voor te worden gemachtigd gedelegeerde handelingen vast te stellen om ontheffing te verlenen van de kennisgevingsplicht voor bepaalde vissersvaartuigen of om andere kennisgevingstermijnen vast te stellen, benchmarks voor de inspecties van aanlandings- en overladingsactiviteiten door vissersvaartuigen van derde landen vast te stellen, de vangstcertificeringsregeling voor sommige door kleine vissersvaartuigen verkregen visserijproducten aan te passen, met inbegrip van de mogelijkheid om een vereenvoudigd vangstcertificaat te gebruiken, de lijst van niet in de werkingssfeer van de verordening opgenomen producten te wijzigen, de uiterste datum voor de indiening van het vangstcertificaat aan te passen aan het soort visserijproduct, de afstand tot de plaats van binnenkomst of het gebruikte vervoermiddel, regels vast te stellen voor het verlenen, wijzigen of intrekken van het certificaat van erkend marktdeelnemer of voor het schorsen of intrekken van de status van "erkend marktdeelnemer" en over de voorwaarden voor de geldigheid van het certificaat van "erkend marktdeelnemer", en om EU-criteria vast te stellen voor verificaties in het kader van risicobeheer.

Masters of third country fishing vessels or their representatives shall be exempted from notifying information contained in points (a), (c), (d), (g) and (h), where a catch certificate has been validated in accordance with Chapter III for the full catch to be landed or transhipped in the territory of the Community.
