Sponsor and originator credit institutions shall apply the same sound and well-defined criteria for credit-granting in accordance with the requirements of Annex V, point 3 to exposures to be securitised as they apply to exposures to be held on their book. To this end the same processes for approving and, where relevant, amending, renewing and re-financing credits shall be applied by the originator and sponsor credit institutions. Credit institutions shall also apply the same standards of analysis to participations or underwritings in securitisation issues purchased from third parties whether such participations or underwritings are to be held on their trading or non-trading book.

Als initiator en als sponsor optredende kredietinstellingen passen op te securitiseren posities dezelfde gedegen en welomschreven criteria voor de kredietverlening als bedoeld in bijlage V, punt 3, toe als zij toepassen op posities die zij in hun portefeuille zullen aanhouden. Daartoe volgen de als initiator en als sponsor optredende kredietinstellingen dezelfde procedures voor de acceptatie en, in voorkomend geval, aanpassing, vernieuwing en herfinanciering van kredieten. Kredietinstellingen passen ook dezelfde analysenormen toe op van derden afkomstige deelnemingen in of overnemingen van securitisaties, ongeacht of dergelijke deelnemingen of overnemingen op hun handelsboek dan wel niet-handelsboek worden aangehouden.

Invites the High Representative to assess the progress made, and any shortcomings, in the implementation of the ESS since 2003, including proposals for improving and supplementing the ESS; believes that respect for international law, effective multilateralism, human security and the right of citizens worldwide to be protected, conflict prevention, disarmament and the role of international institutions should become the guiding principles of the EU's external action; is of the opinion that such evaluation should form the basis for a wider public political debate; underlines that any future assessment of the ESS should be made in close consultation with all EU institutions including the European Parliament and national parliaments; is of the opinion that the ESS should be revised in such a way as to include an in-depth analysis of the present mission and future direction of NATO and NATO's relationship with the European Union at strategic and operational levels, as well as an analysis of the security ramifications of further NATO enlargement; invites the European Council to formulate, for the first time, a coherent position on EU-NATO policy that will serve not only to revitalise transatlantic relations but also to provide support for the early development of ESDP as envisaged under the Treaty of Lisbon;
14. verzoekt de Hoge Vertegenwoordiger de vorderingen die sinds 2003 met de tenuitvoerlegging van de EVS zijn gemaakt alsmede eventuele tekortkomingen te evalueren en daarbij voorstellen te doen voor de verbetering en aanvulling van de EVS; is overtuigd dat de naleving van het internationaal recht, doeltreffend multilateralisme, de veiligheid van de mens en het recht van burgers overal ter wereld op bescherming, conflictpreventie, ontwapening en de rol van internationale instellingen leidende beginselen voor het externe optreden van de EU moeten zijn; is van mening dat iedere toekomstige evaluatie het uitgangspunt dient te vormen voor een breder maatschappelijke politieke discussie; onderstreept dat een toekomstige evaluatie van de EVS dient te worden uitgevoerd in nauw overleg met alle EU-instellingen, met inbegrip van het Europees Parlement, en met de nationale parlementen; is van mening dat de EVS moet worden herzien zodat rekening wordt gehouden met een grondige analyse van de huidige taakstelling en de toekomstige koers van de NAVO en de betrekkingen tussen de NAVO en de Europese Unie op strategisch en op operationeel niveau, evenals een analyse van de implicaties op het gebied van de veiligheid van verdere uitbreidingen van de NAVO; verzoekt de Europese Raad voor het eerst een coherent standpunt inzake het EU-NAVO-beleid te formuleren dat niet alleen ertoe dient de transatlantische betrekkingen nieuwe kracht te geven maar ook de ontwikkeling in een vroeg stadium van het EVDB, zoals voorzien in het Verdrag van Lissabon, te ondersteunen;

For an institution to apply a different treatment, it shall have sufficient market data to ensure that it fully captures the concentrated default risk of these exposures in its internal approach for measuring the incremental default risk in accordance with the standards set out above.

For institutions which apply the rules for the risk weighting of exposures under Articles 84 to 89 of Directive 2006/48/EC, to qualify for a credit quality step the obligor of the exposure shall have an internal rating with a PD equivalent to or lower than that associated with the appropriate credit quality step under the rules for the risk weighting of exposures to corporates under Articles 78 to 83 of that Directive.

Stresses that there should be no question of the new capital adequacy system leading to a consolidation of the European banking sector or the placing of any institution in the financial services sector at a competitive disadvantage vis-à-vis its international peers as a result of regulatory requirements, that the rules should be easily manageable for smaller institutions also, and that institutions which apply only the standardised approach must not be placed at a disadvantage; calls, in view of the considerable variations clearly indicated in QIS 3 in the impact of the capital adequacy requirements for institutions, for a transitional period with arrangements to allow all banks to adjust their risk structure to the new regime, e.g. by a floor/cap rule;
7. onderstreept dat het nieuwe stelsel voor kapitaaltoereikendheid er onder geen enkel beding toe mag leiden dat als gevolg van regelgevingsvereisten het Europese bankwezen wordt geconsolideerd of dat enige instelling in de sector financiële diensten ten opzichte van haar internationale concurrenten een concurrentienadeel ondervindt, dat de lasten die de naleving van de regeling meebrengt ook voor kleinere instellingen gemakkelijk te dragen moeten zijn, en dat instellingen die alleen de standaardbenadering toepassen, niet benadeeld mogen worden; dringt, in verband met het in QIS 3 duidelijk aan het licht gebrachte grote verschil qua impact van de vereisten inzake kapitaaltoereikendheid van de instellingen, aan op een overgangstermijn met een regeling die alle banken de mogelijkheid biedt hun risicostructuur aan het nieuwe stelsel aan te passen, bijvoorbeeld door een floor/cap-regeling;
