Trading in securities or associated instruments for the stabilisation of securities or trading in own shares in buy-back programmes can be legitimate for economic reasons and should, therefore, in certain circumstances, be exempt from the prohibitions against market abuse provided that the actions are carried out under the necessary transparency, where relevant information regarding the stabilisation or buy-back programme is disclosed.

The resilience and stability of network and information systems is therefore essential to the smooth functioning of the internal market and is vital to the internal as well as external security of the EU. The need to improve network and information security should be, therefore, duly highlighted in the Union's Internal Security Strategy and the European Security Strategy, particularly in view of the future revision of those documents.
De veerkracht en stabiliteit van netwerk- en informatiesystemen is daarom essentieel voor de soepele werking van de eengemaakte markt en van primair belang voor zowel de interne als externe veiligheid van de EU. Highlights the need to promote initiatives that will help secure a more active role for consumers in the internal energy market, which will in turn stimulate competition in the market; points out that collective switching has already shown some benefits for consumers; calls on the Commission to evaluate possible benefits for consumers from collective switching in the energy sector, as well as risks that might be associated with it; considers that measures enabling consumers to switch energy supplier without incurring penalties for breach of contract should be implemented at EU level;

Welcomes the rapid modernisation of the Chinese financial sector; stresses, however, the utmost importance of ensuring a smooth transition to avoid any financial instability with possible repercussions across global financial markets; suggests, in particular, that a 'race to the bottom' involving harmful regulatory competition between global financial marketplaces, should be avoided; suggests, on the contrary, that major regulators worldwide should promote standards of the highest quality; recalls that the EU itself is committed to the global convergence of standards in the areas of accounting (International Financial Reporting Standards), audit (International Standards on Auditing), capital requirements for credit institutions (Basel II), money laundering and the fight against financing terrorism (Financial Action Task Force on Money Laundering (FATF) recommendations) and securities market regulation (International Organization of Securities Commissions standards); points out that the EU would be ready to offer its experience and assistance to the Chinese authorities to implement convergence where necessary;

On the question of energy supply, the Green Paper on the security of energy supplies highlighted a paradox, however: at the very moment when the European Union is acquiring the most integrated internal energy market in the world, this success has not been accompanied by the necessary coordination of measures guaranteeing security of external supplies, whether oil or natural gas.
Inzake het energieaanbod wordt in het Groenboek 'Op weg naar een Europese strategie voor een continue energievoorziening' evenwel een paradoxale situatie beschreven. Hoewel de Europese Unie over de meest geïntegreerde energiemarkt ter wereld beschikt, is dit niet gepaard gegaan met de nodige coördinatie van de maatregelen om de continuïteit van de externe voorziening, zowel van aardolie als van aardgas, te waarborgen.
