Moreover, at the last meeting of the Road Transport Group of the International Transport Forum (ITF), held in Paris on 25 and 26 September 2014, a Russian representative announced that Russia would further restrict international road freight on its territory by reducing, from 1 January 2015, the number of ECMT (European Conference of Ministers of Transport) base permits valid on Russian territory from 67 to 16.

However, we acknowledge the positive aspects that it includes, such as: the proposal that ‘improvements in working conditions at sea, to safety and the environmental performance of vessels’ should be placed on the agenda of international forums and in international agreements; the proposal to implement the ‘ILO Maritime Labour Convention in Community law’; the recognition given to maritime freight transport; the preservation of small and secondary ports; the expansion of the ‘short sea shipping network’; and the importance given to improving links with the outermost regions.

encourage reflection, in the framework of the Euromed Transport Forum and its working groups, on other future MEDA regional projects in the transport sector, particularly maritime security/safety and satellite navigation (EGNOS and Galileo); in the field of maritime safety the cooperation will in particular aim at extending the coverage of the Community vessel traffic monitoring and information system to the Mediterranean area, as well as at a coordinated application, in the Mediterranean Sea, of the right to deny entry to ports of certain categories of oil tankers in accordance with the relevant international provisions,

Though it is too early to state in detail the components of such an association, the main lines would be: - the gradual establishment of a free-trade area for industrial products and services and, taking account of the sensitivity of certain products, reciprocal and gradual liberalization of agricultural trade; - cooperation and dialogue on trade issues; - the liberalization of trade in services and capital; - joint financing instruments for regional projects; - cooperation on environmental issues and transport; - cooperation on science and technology; - cooperation on information, communications and culture; - interinstitutional cooperation; - political cooperation and coordination in international forums; - industrial cooperation; - cooperation regarding the information society, information technologies and telecommunications.
Hoewel het nog te vroeg is om de elementen waaruit deze associatie bestaat exact te definiëren, zouden de hoofdlijnen van de associatie zijn : - flexibele en geleidelijke totstandbrenging van een vrijhandelszone op het gebied van industrieprodukten en een wederzijdse geleidelijke liberalisering van de handel in landbouwprodukten (waarbij rekening wordt gehouden met de gevoeligheid van bepaalde produkten). - samenwerking en dialoog inzake handelsvraagstukken; - liberalisering van het diensten- en kapitaalverkeer; - gezamenlijke financieringsinstrumenten voor regionale projecten; - samenwerking op het gebied van milieu, vervoer, wetenschap en technologie; - samenwerking op het gebied van informatie, communicatie en cultuur; - interinstitutionele samenwerking; - samenwerking en politiek overleg op internationale fora; - samenwerking op het gebied van de informatiemaatschappij, informatietechnologieën en telecommunicatie; - industriële samenwerking.
