Deplores the fact that research funding is still very fragmented in Europe, with multiple sources of funding from the Member States and the Community applying different priorities, evaluation criteria, definitions and procedures, leading to unnecessary overlap, confusion, error and lack of critical mass; asks the Commission and the Council to put the issues of cooperation and coordination between the various EU and national programmes at the top of the agenda; calls on the Commission to carry out an analysis to improve the link between European and national actions, including possible coordination in the phases of formulating calls for proposals and evaluating projects, as well as the identification of national rules or laws that hinder or complicate the financial management of international research cooperation projects; asks that calls for proposals, including those of July 2011, be issued in consultation with the Member States, not duplicating or competing with national initiatives but complementing them; in this respect, considers that the ERA-Net scheme should be strengthened as a tool to support excellence and the development of criteria for quality indicators which constitutes the basis for coordination between programmes or joint ventures; suggests that FP7 should complement the efforts of actors managing national programmes involved in joint programming in order to move the RDFPs away from project management thinking towards programme management thinking, but without neglecting the management of small projects; believes that for Joint Programming to be successful, projects should be selected on the basis of excellence, tailored to the characteristics of each sector, the coordinating role of the Commission should be strengthened, and participating Member States should honour their financial commitments; asks that the last three years of FP7 be devoted to helping structure the European Research Area;

Some amendments to Regulation 1334/2000 clearly go beyond a purely technical revision and update of Regulation No. 1334/2000: the widening of the scope of dual-use export controls to cover controls on transit and of brokering and the sanctioning of illicit brokering of dual-use items linked to a weapons of mass destruction programme; the replacement of the authorisation requirement for the transfer of items within the internal market which are listed in recasted Annex V with a "pre-notification" procedure destined to facilitate trade within the EU internal market without compromising security interests; the introduction of a provision according to which Member States should apply criminal sanctions at least for violations of the Regulation; and a recital to clarify that the Regulation provides for a comprehensive legal framework for the export of dual use items, technology and related services.
Bepaalde wijzigingen van Verordening (EG) nr. 1334/2000 behelzen duidelijk meer dan een zuivere technische herziening en actualisering van de desbetreffende verordening: de uitbreiding van het toepassingsgebied van de controles op de uitvoer van producten voor tweeërlei gebruik zodat ook controle op doorvoer en/of tussenhandel hierbij wordt inbegrepen, en de bestraffing van illegale tussenhandel van producten voor tweeërlei gebruik die verband houden met een programma voor massavernietigingswapens; de vervanging van de verplichte vergunning voor de overbrenging, binnen de interne markt, van op de lijst in de herschikte bijlage V voorkomende producten door een procedure van “voorafgaande kennisgeving”, met de bedoeling de handel binnen de interne markt te vergemakkelijken zonder veiligheidsbelangen in gevaar te brengen; de invoeging van een bepaling op grond waarvan de lidstaten strafrechtelijke sancties dienen op te leggen, ten minste voor schendingen van de verordening; en een overweging om te verduidelijken dat de verordening voorziet in een alomvattend juridisch kader voor de uitvoer van producten, technologie en daaraan gerelateerde diensten voor tweeërlei gebruik.
