117. maakt zich zorgen over de regels van het zevende kaderprogramma, die afwijken van de gebruikelijke, nationaal en internationaal erkende en gecertificeerde boekhoud- en rekenmethodes, en die de resultaten van de nationale auditautoriteiten betreffende de nationaal gecertificeerde gemiddelde uurtarieven per kostencentrum niet aanvaarden; is van oordeel dat de regels van het zevende kaderprogramma, daar waar ze om de individuele kosten vragen van personen die actief betrokken zijn bij een specifiek onderzoekprogramma, haaks staan op de moderne boekhoud- en rekennormen van het Europese bedrijfsleven; verzoekt de Commissie een procedure te starten om de regels van het zevende kaderprogramma in overeenstemming te brengen met algemene bedrijfsvoeringspraktijken, d.w.z. het berekenen en in rekening brengen van gemiddelde uurtarieven per kostencentrum en niet van de individuele kosten van personen die actief betrokken zijn bij een specifiek onderzoekprogramma.

Notes that the Centre's internal control system suffered from various shortcomings, such as for instance the fact that the financial circuits set up by the authorising officer had not been described, the systems whereby the authorising officer and his delegates supplied information to the accounting officer had in particular not been validated by the latter and the principle of the segregation of duties was not applied strictly, especially between the duties of initiation and verification; invites the Centre, in relation to commitments, to include sound financial management in the list of matters to be covered by ex ante verifications;
24. stelt vast dat het interne controlesysteem van het Centrum diverse gebreken vertoont: de door de ordonnateur ingestelde financiële stromen worden niet beschreven; de systemen die de ordonnateur en de gedelegeerde ordonnateurs gebruiken om de rekenplichtige te informeren,worden door deze laatste niet gevalideerd; het beginsel van scheiding van functies wordt niet strikt toegepast, met name tussen functies van het initiëren en verifiëren van verrichtingen; verzoekt het Centrum de lijsten voor verificatie vooraf van de vastleggingen te voorzien van criteria van goed financieel beheer;
