Considering the specificity and complexity of the systems, the different bodies involved in their implementation and the variety of potential users, security accreditation should be facilitated by appropriate consultation of all relevant parties, such as national authorities of Member States and of third countries operating networks connected to the system established under the Galileo programme for the provision of the Public Regulated Service (PRS), other relevant authorities of Member States, ESA or, if provided for in an international agreement, third countries hosting the ground stations of the systems.

If such a request is supported by a blocking minority of Member States as laid down in Article 8(3) in connection with Article 8(2) of the Internal Agreement, the action programme shall be adopted by the Commission without the project or programme concerned.

Welcomes the publication of the Commission communication entitled 'Implementing the Community Lisbon programme: Social services of general interest in the European Union' (COM(2006)0177), which had already been signalled in the White Paper on services of general interest (COM(2004)0374), and which arises from the exclusion of social services from the scope of the amended proposal for a directive on services in the internal market, in connection with which the Council’s common position was approved at second reading by the European Parliament; welcomes the Commission's endeavours to conduct a consultation process with the Member States and with all the sectors involved, aiming to find a balance between the special characteristics of these services, which sometimes make them difficult to define in general terms, and the application of the principles of transparency, free competition and non-discrimination, which have mandatory force in the EU, and of Community law on the award of public contracts and concessions;

In addition, financing should also be available to bodies other than the body recognised under this Regulation for other activities in the field of conformity assessment, metrology, accreditation and market surveillance, such as the drawing-up and updating of guidelines, inter-comparison activities linked to the operation of safeguard clauses, preliminary or ancillary activities in connection with the implementation of Community legislation in those areas and programmes of technical assistance and cooperation with third countries as well as the enhancement of policies in those areas at Community and international level.

In this context, the Commission has proposed that the Heads of State and Government of both regions take concrete decisions to: (a) encourage Latin American countries to adopt sound and efficient policies to increase social cohesion by reducing poverty, inequalities and exclusion in the areas of democratic governance, social policies, public finance and fiscal policy; (b) encourage the international community, including and in particular the International financial Institutions (IFIs), to support these measures and to ensure that reform programmes are carefully screened for their impact on social cohesion and social stability; and (c) intensify cooperation between the EU and Latin America in the field of social cohesion.
