This interpretative Communication provides additional guidance on how the Commission will apply its margin of interpretation in implementing the existing rules of the Stability and Growth Pact.

Welcomes the fact that in its interpretative communication on flexibility, the Commission acknowledges that the way in which the current fiscal rules are interpreted is one element in bridging the investment gap in the EU and facilitating the implementation of growth-enhancing, sustainable and socially balanced structural reforms; notes that the Communication makes no changes as far as the calculation of the deficit is concerned but that certain investments can justify a temporary deviation from the Medium Term Objective (MTO) of the concerned Member State or from the adjustment path towards it;

The interpretative communications of the Commission on the Community law applicable to public procurement and the possibilities for integrating social [10] and environmental [11] considerations into public procurement have clarified how Community law offers numerous possibilities to public purchasers who wish to integrate social and environmental considerations into public procurement procedures, whilst at the same time ensuring respect of the principle of value for money for taxpayers and equal access for all EU suppliers. [12]
In de interpretatieve mededelingen van de Commissie betreffende het Gemeenschapsrecht van toepassing op overheidsopdrachten en de mogelijkheden om sociale [10] en milieuoverwegingen [11] hierin te integreren wordt toegelicht hoe aanbestedende diensten op grond van het Gemeenschapsrecht over talrijke mogelijkheden beschikken om sociale en milieuoverwegingen in procedures voor overheidsoverdrachten te integreren.
