H. whereas the security situation in Egypt has continued to deteriorate, whilst Egyptian security forces have intensified their crackdown against militants in the Sinai Peninsula, particularly following an attack of the Karm al-Qawadis checkpoint during which 28 Egyptian soldiers were killed on 24 October 2014; whereas police officers and army personnel are regularly targeted across the country, including a bomb attack against a police building in North Sinai on 5 January 2015 and several policemen killed or wounded by gunfire in a western Cairo suburb on 4th January and in Minya on 6 January; whereas the State has ordered the eviction of thousands of residents of Rafah, established a 500-metre buffer zone along the Gaza border and imposed a three-months state of emergency in parts of the Sinai; whereas a militant group active in northern Sinai, Ansar Bayt al-Maqdis has sworn allegiance to the Islamic State; whereas the Rafah border crossing with Gaza remains mainly closed, with only three days of opening during December, thereby worsening the blockade of the enclave by its two neighbours;

Expresses its full solidarity with the Egyptian people in its fight against terrorism and violent extremism; recognises Egypt´s frontline role in fighting terrorism and the consequences of the state failure in the Middle East and North Africa, particularly Libya; calls for the immediate and unconditional release of all kidnapped Egyptian citizens currently held in Libya; warns, however, that the state-sponsored violations of human rights, particularly in the Sinai peninsula, exacerbate the terrorist threat by pulling the wronged and the disaffected closer to terrorist organisations, some of which have declared their allegiance to the terrorist ‘Islamic State’;

C. whereas the spill-over from the Syrian crisis reached a new high point earlier this year when militants from the Islamic State of Iraq and Syria (ISIS) took over the cities of Ramadi and Fallujah, as well as parts of Anbar province; whereas fighters from Iraq also play a prominent role on both sides in the Syrian crisis; whereas Iraq has reportedly allowed the transport of weapons and supplies from Iran to the Syrian regime and Hezbollah;

A. whereas on 10 January 2014 the UNSC condemned the attacks being perpetrated by the Islamic State in Iraq and the Levant (ISIL) against the people of Iraq in an attempt to destabilise the country and the region, and recognised that Iraqi security forces, local police and tribes in Anbar province are showing great courage as they fight to defeat the ISIL in their cities;
A. overwegende dat de VN‑Veiligheidsraad op 10 januari 2014 zijn veroordeling heeft uitgesproken over de aanvallen op de bevolking van Irak door de Islamitische Staat van Irak en de Levant (ISIL), die aldus probeert het land en de regio te destabiliseren, en overwegende dat de Veiligheidsraad heeft erkend dat de Iraakse ordestrijdkrachten, de plaatselijke politiemacht en de stammen in de provincie Anbar grote moed tonen in hun strijd tegen de ISIL in hun steden;
