The degree of thematic concentration should take into account the level of development of the region, the contribution of Cohesion Fund resources where applicable, as well as the specific needs of regions whose GDP per capita used as an eligibility criterion for the 2007-2013 programming period was less than 75 % of the average GDP of the EU-25 for the reference period, regions designated with phasing-out status in the 2007-2013 programming period and certain NUTS level 2 regions consisting solely of island Member States or of islands.

For the purpose of this Article, all NUTS level 2 regions consisting solely of island Member States or of islands which form part of Member States which receive support from the Cohesion Fund, and all outermost regions, shall be considered as less developed regions.

Calls for the inclusion of a specific European integrated and flexible policy framework, with legal and financial implications, for dealing with the mountain regions, islands and sparsely populated areas based on their shared features but taking into account the diverse situations and following the principle of proportionality; is of the opinion that that Cohesion Policy should address the situation of the mountain regions, islands and sparsely populated areas not just through Regional Policy, but also using other EU policies that have a significant territorial impact on the development of these regions; believes that an European policy framework for mountain regions, islands and sparsely populated areas may have the needed added value to overcome the permanent handicaps of these regions and adapt their development model utilising their assets;
4. dringt aan op invoering van een specifiek Europees geïntegreerd en flexibel beleidskader, met juridische en financiële implicaties, ten behoeve van de berggebieden, eilanden en dunbevolkte gebieden, dat gebaseerd is op hun gemeenschappelijke kenmerken maar rekening houdt met de uiteenlopende situaties, en dat het evenredigheidsbeginsel eerbiedigt; is van mening dat het cohesiebeleid de situatie van berggebieden, eilanden en dunbevolkte gebieden niet alleen via het regionaal beleid zou moeten benaderen, maar ook gebruik zou moeten maken van andere EU-beleidsmaatregelen die een significante territoriale impact hebben op de ontwikkeling van deze regio's; is van mening dat een Europees beleidskader voor berggebieden, eilanden en dunbevolkte gebieden de toegevoegde waarde zou kunnen bieden die nodig is om de blijvende belemmeringen van deze regio's te overwinnen en het model voor hun ontwikkeling aan te passen door gebruik te maken van hun troeven;

Calls for the establishment of a specific European integrated and flexible policy framework for dealing with mountain regions, islands and sparsely populated areas on the basis of their shared features, while also taking proper account of different situations and showing due regard for the principle of proportionality; is of the opinion that cohesion policy should address the situation of the islands not just through regional policy measures, but also using other EU policies that have a significant territorial impact on the development of these regions; believes that a European policy framework for mountain regions, islands and sparsely populated areas may have the added value required in order to overcome the permanent handicaps of these regions and adapt their development model in such a way as to make good use of their assets;

Calls on the Commission to study the possibility of permitting state aid to be granted to island regions where fuel and energy costs clearly adversely affect the competitiveness of the communities living on them; notes, in particular, that significant fluctuations in the cost of fuel can make transportation between island regions and mainland Europe significantly more burdensome; believes that, in its next regional state aid guidelines, a regime allowing operating aids should be extended to all island regions which are not island states or inland islands;
9. verzoekt de Commissie de mogelijkheid te bestuderen om staatssteun toe te staan aan eilandregio's waar brandstof- en energiekosten duidelijk negatieve gevolgen hebben voor het concurrentievermogen van de gemeenschappen die op de eilanden leven; constateert met name dat significante schommelingen van de brandstofkosten het vervoer tussen de eilandregio's en het Europese vasteland aanzienlijk kunnen bemoeilijken; is van oordeel dat in de volgende richtsnoeren van de Commissie voor regionale staatssteun een stelsel waarmee exploitatiesteun aan de exploitatie wordt toegestaan moet worden uitgebreid tot alle eilandregio's die geen eilandstaten of binnenlandse eilanden zijn;
