On 19 March 2010, the Commission adopted a Decision establishing the Handbook for the processing of visa applications and the modification of issued visas [14] containing operational instructions, best practices and recommendations on how the rules on processing of visa applications, as laid down in the Visa Code[15], must be applied by the authorities.

According to article 7 of the Instructions on refusing entry to aliens, conditions for issuing visas at border crossings, conditions for issuing visas for humanitarian reasons and procedure for revoking visas (Official Gazette of the Republic of Slovenia, No. 2/01 — hereinafter referred to as ‘Instructions’), an alien has to, prior to entry into the country and upon request of a police officer, provide information regarding the way in which means of subsistence and return to the home country or further travel to the third country will be secured for the time of the alien's stay in the Republic of Slovenia.

After the abolition of internal border controls, issuing visas at the border is admitted "in exceptional circumstances if, due to lack of time and for pressing reasons, an alien has been unable to apply for a visa, (for example, serious and sudden occurrences involving family members, medical treatment, change of destination of aircraft, urgent professional reasons); moreover, a list shall be kept of those visas issued at the border".
Na de afschaffing van de controles aan de binnengrenzen kan in uitzonderlijke gevallen een visum aan de grens worden afgegeven, indien een vreemdeling wegens tijdgebrek en om dringende redenen geen gelegenheid heeft gehad een visum aan te vragen (bijvoorbeeld in verband met plotselinge ernstige gebeurtenissen met naaste familieleden, spoedeisende medische behandeling, wijziging van vliegroutes, dringende zakelijke redenen); van de aan de grens afgegeven visa wordt bovendien een lijst bijgehouden.

18. The common rules on visas include the list of third countries whose nationals must be in possession of visas when crossing the external borders; the procedures and conditions for issuing visas; and a uniform format for visas and rules on a uniform visa (Article 62 of EC Treaty).
18. De gemeenschappelijke visumvoorschriften omvatten een lijst van derde landen waarvan de onderdanen bij overschrijding van de buitengrenzen in het bezit moeten zijn van een visum.
