RECALLS the first report of the World Health Organisation (WHO), ‘Dementia: A Public Health Priority’ , published in 2012, which provided information on and raised awareness of dementia and made it one of the priority conditions addressed in the WHO Mental Health Gap Action Programme , which aims to scale up care for mental, neurological and substance abuse disorders.

AA. overwegende dat in artikel 25 van de UVRM wordt bepaald dat eenieder recht heeft op een levensstandaard die hoog genoeg is voor de gezondheid en het welzijn van zichzelf en zijn gezin, en dat moeder en kind recht hebben op bijzondere zorg en bijstand, waaronder medische verzorging; overwegende dat in Resolutie 26/28 van de Mensenrechtenraad (MRR) wordt opgeroepen om tijdens de volgende vergadering van het Sociaal Forum van de MRR de aandacht te vestigen op toegang tot geneesmiddelen in het kader van het recht van eenieder op het hoogst mogelijke niveau van lichamelijke en geestelijke gezondheid; overwegende dat in de statuten van de Wereldgezondheidsorganisatie (WHO) wordt bepaald dat het een van de grondrechten van ieder mens is om het hoogst mogelijke niveau van gezondheid te genieten, zonder onderscheid naar ras, godsdienst, politieke overtuiging, economische of sociale situatie;

Calls for a "Mental Health Coordinating and Monitoring Group" to be established by the Commission to collect information on mental health practice and promotion in the EU, to assess the adequacy (in terms of numbers and training) of existing mental health professionals and infrastructure, and to disseminate information on best practice to all Member States and all parties involved in the treatment of mental health; stresses that patients' organisations, those providing treatment, care institutions and knowledge institutes must be involved in this Coordinating and Monitoring Group;
58. roept de Commissie op een "coördinatie- en controlegroep voor geestelijke gezondheid" op te richten die tot taak heeft informatie te verzamelen over de praktijk en de bevordering van de geestelijke gezondheid in de EU, om na te gaan of de bestaande professionals en infrastructuur voor geestelijke gezondheidszorg adequaat zijn (qua aantallen en opleiding) en om informatie over de beste werkwijzen te verspreiden in alle lidstaten en bij alle partijen die bij de behandeling van de geestelijke gezondheid betrokken zijn; onderstreept dat patiëntenorganisaties, behandelaars, zorginstellingen en kennisinstituten bij deze Coördinatie- en controlegroep moeten worden betrokken;
