The study of these projects, as well as the efforts to achieve energy cooperation at regional level (in the areas of the Baltic, the Balkans, the Black Sea and the Mediterranean) continued benefiting in 1999 from Community financial support under the TEN-Energy programme (see Annex V - the list of the projects funded in 1999), the Synergy programme and the horizontal assistance programmes (PHARE, TACIS and MEDA).

The European Community's external assistance programmes (Phare, Tacis, ALA, MEDA, CARDS) total some EUR 5 billion p.a. in addition to European Development Fund resources for the African, Caribbean and Pacific countries (13.5 billion Euro under the 9th EDF between 2000-2007) [12].

(13) Since the phasing-out of the other two European transnational joint venture programmes – European Community Investment Partners (ECIP) for the developing countries in Asia, Latin America, the Mediterranean region and South Africa (ALAMEDSA countries) in 1999 and the Programme to promote SME joint ventures and other joint agreements (JOP) in the Central and Eastern European Countries (CEECs) and New Independent States (NIS) in 2000 – many financial intermediaries in the JEV network have scaled down or ceased this activity because of the low volume of JEV applications from SMEs with the result that in the majority of Member States, in reality, it is no longer possible to apply for participation in the programme.

According to figures from the Commission, the European Community's external aid programmes (Phare, Tacis, ALA, MEDA, CARDS) account for an annual sum of EUR 5 000 000 000, to which can also be added the resources of the European Development Fund, which operates under the Cotonou Agreement and provides aid for the ACP countries (EUR 13 500 000 000 under the 9 EDF for the period 2000-2007).

With regard to Community aid programmes, the promotion of human rights and democratisation is one of the areas of cooperation provided for by programmes such as Phare, Tacis and MEDA for the period 2000-06 (replaced, from 2007-13, by instruments of pre-accession assistance, of development cooperation financing, and of neighbourhood and partnership).
