They also advise regulators to keep the authorisation process open to all industry players and create conditions which encourage cooperation between telecoms operators (providing the service) and broadcasters (providing the content). Finally, they call upon the industry to make sure that DVB-H based Mobile TV services in every EU country work together.
Voorts wordt in de richtsnoeren aanbevolen frequenties die ter beschikking zijn gesteld van mobiele tv, in te trekken als de dienst niet binnen een redelijke termijn wordt gestart. De regelgevers wordt ook aangeraden het machtigingsproces open te houden voor het hele bedrijfsleven en voorwaarden te creëren die tot meer samenwerking leiden tussen telecomexploitanten (die de dienst aanbieden) en omroepen (die de inhoud leveren). Ten slotte roepen de richtsnoeren de bedrijfssector op om ervoor te zorgen dat mobiele-tv-diensten die gebruik maken van DVB-H, in elk EU-land samenwerken.
