Given the long-standing experience of the Commission in managing the LIFE Programme and projects, and the positive experience of LIFE beneficiaries with external Monitoring Teams, management of the LIFE Programme should remain within the Commission.

At Community level, during the previous period and thanks to the financial support of a three-year LIFE Nature project, BirdLife International in partnership with Wetlands International have drew up action plans for the 23 globally threatened species present in the European Union.
