Coming in the wake of a previous programme approved by the Commission in 1988, the programme "Regeling Beheersovereenkomsten 1993" (1993 Management Agreements) proposes that farmers whose farms are situated in small areas of special interest from an ecological and landscape point of view undertake, on a voluntary basis, to introduce or continue to apply production practices that are compatible with the requirements of the protection of the environment as well as measures contributing to the upkeep of landscape features.

6. CONSIDERS that, to this end, the Commission should draw up a priority action programme for the Mediterranean area which should be prepared within a term of 18 months, taking into account the decisions of the Conference of the Parties to the Barcelona Convention on 9 June 1995, with the appropriate participation of governments and interested institutions and the public, and which should be submitted to the Council and approved as soon as possible thereafter through whatever mechanism is established to follow up the Euromediterranean Conference. 7. CONSIDERS that the priority actions should include the following areas in the above mentioned programme: - integrated management of waters, soils and coastal areas; - management of waste; - prevention of, and struggle against air pollution and pollution in the Mediterranean Sea; - natural heritage, landscapes and sites conservation and management; - Mediterranean forest protection, conservation and restoration, in particular through prevention and control of erosion, soil degradation and forest fires; - transfer of Community experience in financing techniques, legislation and environmental monitoring; - integration of environmental concerns in all policies.
6. IS VAN OORDEEL dat de Commissie, met het oog daarop, een prioritair milieu-actieprogramma voor het Middellandse-Zeegebied moet opzetten dat binnen 18 maanden moet zijn opgesteld, rekening houdend met de besluiten van de Conferentie van de Partijen bij het Verdrag van Barcelona van 9 juni 1995, met passende medewerking van de Regeringen en betrokken instellingen en het publiek, en dat aan de Raad voorgelegd en vervolgens zo snel mogelijk goedgekeurd moet worden via het mechanisme dat voor de follow up van de Europees-Mediterrane Conferentie wordt ingesteld. 7. IS VAN OORDEEL dat de prioritaire acties in bovengenoemd programma onder andere betrekking moeten hebben op de volgende gebieden : - geïntegreerd beheer van wateren, bodem en kustgebieden ; - afvalbeheer ; - preventie en bestrijding van luchtverontreiniging en verontreiniging van de Middellandse Zee ; - instandhouding en beheer van het natuurbezit, de landschappen en de natuurgebieden ; - bescherming, instandhouding en herstel van de mediterrane bossen, in het bijzonder door preventie en beheersing van erosie, bodemverslechtering en bosbranden ; - overdracht van de communautaire ervaring met financieringstechnieken, wetgeving en milieutoezicht ; - integratie van de milieuzorg in alle beleidsmaatregelen.
