1. The Union shall establish all appropriate forms of cooperation with the organs of the United Nations and its specialised agencies, the Council of Europe, the Organisation for Security and Cooperation in Europe and the Organisation for Economic Cooperation and Development.

Pending the entry into force of the new Constitutional Treaty, which expressly confers legal personality on the Union, recommends that the necessary steps be taken in order to increase the representation of the Union as a whole in the different international multilateral organisations, including in particular the United Nations, the International Criminal Court (ICC), the Organization for Security and Cooperation in Europe (OSCE), the Council of Europe and all other relevant fora; calls on the Council and the Commission to involve Members of the European Parliament, where appropriate, in achieving this aim; emphasises in particular the need to enhance EU relations with the OSCE and the Council of Europe as well as with the United Nations; asks that Parliament be assigned a role in line with the high level of parliamentary diplomacy with which it contributes to the development of CFSP;
42. pleit ervoor om in afwachting van de inwerkingtreding van het nieuwe Grondwettelijk Verdrag, waarbij de Unie nadrukkelijk rechtspersoonlijkheid wordt toegekend, de nodige maatregelen te nemen met het oog op een zwaardere vertegenwoordiging van de Unie als geheel in de respectieve internationale multilaterale organisaties, waaronder met name de Verenigde Naties, het Internationaal Strafhof, de Organisatie voor Veiligheid en Samenwerking in Europa (OVSE), de Raad van Europa en alle overige relevante fora; roept de Raad en de Commissie op om de leden van het Europees Parlement waar mogelijk te betrekken bij de verwezenlijking van deze doelstelling; onderstreept met name de noodzaak om de betrekkingen van de EU met de OVSE, de Raad van Europa en de Verenigde Naties te verstevigen; dringt erop aan dat het Parlement een rol krijgt toebedeeld die strookt met het hoge niveau van parlementaire diplomatie waarmee het een bijdrage levert aan de ontwikkeling van het GBVB;

Welcomes the progress on the financial markets regulatory dialogue and the new initiatives regarding economic cooperation between Europe and the United States proposed during the previous EU-US summit, such as identifying the four priority areas in the framework of the Transatlantic Business Dialogue - cooperation in the areas of: open trade and security; intellectual property rights and the fight against counterfeiting; capital markets and international accounting standards; and the Doha Development Round - as key elements of the agenda for enhancing the economic relationships between Europe and the United States;
2. is ingenomen met de vorderingen die gemaakt zijn met betrekking tot de dialoog over de regulering van de financiële markten en de nieuwe initiatieven voor economische samenwerking tussen Europa en de Verenigde Staten die tijdens de vorige topconferentie EU-VS zijn voorgesteld, zoals het vaststellen van de vier prioritaire gebieden in het kader van de transatlantische handelsdialoog: samenwerking op het stuk van open handel en veiligheid, intellectuele-eigendomsrechten en bestrijding van namaak, kapitaalmarkten en internationale boekhoudingsnormen, alsmede de Ontwikkelingsronde van Doha, die de hoofdlijnen vormen van het programma voor de bevordering van de economische betrekkingen tussen Europa en de Verenigde Staten;
