According to Commission Implementing Decision 2012/274/EU of 24 April 2012 determining the second set of regions for the start of operations of the Visa Information System (VIS) , the ninth region where the collection and transmission of data to the VIS for all applications should start comprises Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan; the tenth region comprises Brunei, Burma/Myanmar, Cambodia, Indonesia, Laos, Malaysia, Philippines, Singapore, Thailand and Vietnam; and the eleventh region comprises the occupied Palestinian territory.

– having regard to the statement of 19 December 2012 by the Lao Foreign Ministry and to that of 4 January 2013 by the Ambassador of Laos to the UN,

– having regard to its previous resolutions on Laos, in particular those of 15 November 2001 on the arbitrary arrests and the political situation in Laos and 1 December 2005 on the human rights situation in Cambodia, Laos and Vietnam ,

11. Calls on the Thai authorities to put an immediate end to the detention of 158 Lao Hmong refugees and to allow them to resettle in Thailand or in the United States, Canada, the Netherlands or Australia, which have already agreed to take them in; calls likewise on the Thai Government to guarantee that all Lao Hmong in the Huay Nam Khao camp have access to screening and status determination procedures if they wish to make an asylum claim;

N. whereas Laos continues to persecute Hmong communities because of a Hmong insurgency that dates back to the 1960s, subjecting Hmong living in areas of Laos suspected to be centres of insurgency to arrest, torture, sexual abuse and extrajudicial killing,
N. overwegende dat Laos voortgaat met het vervolgen van Hmong-gemeenschappen, wegens een Hmong-opstand die al plaatshad in de jaren 1960, waarbij arrestaties worden verricht, gemarteld, seksueel misbruik gepleegd en standrechtelijke executies uitgevoerd van Hmong die wonen in delen van Laos die ervan worden verdacht opstandige gebieden te zijn,
