The European Parliament, as strong proponent of an ambitious, comprehensive and consistent Union foreign policy calls on for a set of coherent financing instruments for EU external action. This should ensure the promotion of the Union's objectives and values in the world based upon democracy, rule of law and human rights, in order to bring peace, security, stability and economic prosperity.

Its aim is to modernise the Hague Convention of 24 October 1956 on the law applicable to maintenance obligations towards children and the Hague Convention of 2 October 1973 on the Law Applicable to Maintenance Obligations and to develop general rules on applicable law that may supplement the Hague Convention of 23 November 2007 on the International Recovery of Child Support and Other Forms of Family Maintenance.
Het heeft tot doel het Verdrag van Den Haag van 24 oktober 1956 nopens de wet welke op alimentatieverplichtingen jegens kinderen toepasselijk is en het Verdrag van Den Haag van 2 oktober 1973 inzake de wet die van toepassing is op onderhoudsverplichtingen te moderniseren en algemene regels te ontwikkelen betreffende het toepasselijke recht, ter aanvulling van het Verdrag van Den Haag van 23 november 2007 inzake de internationale inning van levensonderhoud voor kinderen en andere familieleden.

Nevertheless, such A rated maintenance organisation approved in accordance with Annex II (Part-145) may temporarily remove a component for maintenance, in order to improve access to that component, except when such removal generates the need for additional maintenance not eligible for the provisions of this paragraph.

The notion as recognised in the case law of the Court of Justice covers at least the following grounds: public policy, public security and public health, within the meaning of Articles 46 and 55 of the Treaty; the maintenance of order in society; social policy objectives; the protection of the recipients of services; consumer protection; the protection of workers, including the social protection of workers; animal welfare; the preservation of the financial balance of the social security system; the prevention of fraud; the prevention of unfair competition; the protection of the environment and the urban environment, including town and country planning; the protection of creditors; safeguarding the sound administration of justice; road safety; the protection of intellectual property; cultural policy objectives, including safeguarding the freedom of expression of various elements, in particular social, cultural, religious and philosophical values of society; the need to ensure a high level of education, the maintenance of press diversity and the promotion of the national language; the preservation of national historical and artistic heritage; and veterinary policy.

In view of the statements made on the occasion of the International Year of Mountains 2002 (resolution of the United Nations General Assembly of November 1998) does the Commission not consider it appropriate to draw up, at last, a Community law on the subject, in order to ensure that the mountain regions are given proper status in the context of European policy and receive not only economic benefits and support for tourism, but also cultural benefits and improved living conditions for the inhabitants, with a view to sustainable development. Does the Commission not consider that the lack of legislation on the subject is a violation of the principle of freedom to provide and supply services in Europe, which is often hampered by specific territorial conditions?

The Commission still considers (as stated in 1988) that the derogation in Article 39(4) EC covers specific functions of the State and similar bodies such as the armed forces, the police and other forces of the maintenance of order, the judiciary, the tax authorities and the diplomatic corps.
