In this proposal (COM(2001) 684), the European Commission is amending the basic regulation on the common organisation of the market in tobacco (Regulation (EEC) 2075/92) laying down, by variety group and Member State, the premiums and guarantee thresholds for leaf tobacco for the 2002, 2003 and 2004 harvests.
Het onderhavige voorstel van de Commissie (COM(2001) 684) strekt tot wijziging van de basisverordening voor de gemeenschappelijke marktordening voor tabak (verordening (EEG) 2075/92) tot vaststelling, voor de oogsten 2002, 2003 en 2004 en per soortengroep, van de garantiedrempels per lidstaat en de premies voor tabaksbladeren.

By letter of 12 December 2001 the Council consulted Parliament, pursuant to Articles 36 and 37 of the EC Treaty on the proposal for a Council regulation fixing the premiums and guarantee thresholds for leaf, tobacco by variety group and Member State for the 2002, 2003 and 2004 harvests and amending Regulation (EEC) No 2075/92 (COM(2001) 684 – 2001/0276(CNS)).
Bij schrijven van 12 december 2001 verzocht de Raad, overeenkomstig de artikelen 36 en 37 van het EG-Verdrag, het Parlement om advies inzake het voorstel voor een verordening van de Raad tot vaststelling, voor de oogsten 2002, 2003 en 2004 en per soortengroep, van de garantiedrempels per lidstaat en de premies voor tabaksbladeren en tot wijziging van Verordening (EEG) nr. 2075/92 (COM(2001) 684 – 2001/0276(CNS)).

A supplementary premium shall be granted, in addition to the premium introduced by Title I of Regulation (EEC) No 2075/92 of 30 June 1992 on the common organisation of the market in raw tobacco, for the collection of leaf tobacco of the variety Burley P., up to a limit of 250 tonnes. The amount of the supplementary premium shall be EUR 0.35 per kg of leaf tobacco.
Ter aanvulling op de bij titel I van Verordening (EEG) nr. 2075/92 van 30 juni 1992 houdende een gemeenschappelijke ordening der markten in de sector ruwe tabak ingestelde premie wordt voor maximaal 250 ton een premie toegekend voor het ophalen van tabaksbladeren van de soort Burley P. Deze premie van 0,35 EUR wordt uitgekeerd aan de kopers van ruwe tabak.

A supplementary premium shall be granted, in addition to the premium introduced by Title I of Regulation (EEC) No 2075/92(16), for the collection of leaf tobacco of the variety Burley P., up to a limit of 250 tonnes. The amount of the supplementary premium shall be EUR 0,24 per kg of leaf tobacco.
1. Ter aanvulling op de bij titel I van Verordening (EEG) nr. 2075/92(16) ingestelde premie wordt voor maximaal 250 ton een premie toegekend voor het ophalen van tabaksbladeren van de soort Burley P. Deze aanvullende premie bedraagt 0,24 EUR per kg tabaksbladeren.

3. Without prejudice to paragraph 5, the quantities of raw cane sugar and raw beet sugar harvested in the Community available to the refining industry, with or without distinction of origin, shall be determined on the basis of an exhaustive Community forecast supply balance for raw sugar for each marketing year or part of a marketing year. This balance may be revised during the marketing year.
3. Onverminderd lid 5, wordt aan de hand van een op ramingen berustende en volledige communautaire voorzieningsbalans voor ruwe suiker voor elk verkoopseizoen of een gedeelte daarvan, bepaald welke hoeveelheden ruwe suiker uit suikerriet en suikerbieten uit de Gemeenschap, al dan niet uitgesplitst naar oorsprong, beschikbaar zijn voor de raffinaderijen. Deze balans kan in de loop van het verkoopseizoen worden herzien.

(31) Until the 2000/2001 marketing year, the refining industry received Community adjustment aid for refining preferential raw cane sugar and raw sugar from cane and beet harvested in the Community.
