Given that EU waters also border countries that are not part of the European Union, whereby EU legislation does not require them to comply with the relevant provisions governing liability and the remedying of damage, the European Commission must develop accident prevention policies for oil rigs and extend the scope of the SEVESO II Directive to oil rigs.
Gezien het feit dat de EU-wateren ook grenzen aan landen die geen onderdeel zijn van de Europese Unie, die daarom niet door EU-wetgeving verplicht kunnen worden om zich te houden aan de relevante bepalingen met betrekking tot aansprakelijkheid en het herstel van schade, moet de Europese Commissie een ongevallenpreventiebeleid ontwikkelen voor booreilanden en het toepassingsgebied van de SEVESO II-richtlijn uitbreiden naar booreilanden.

Although, oil platforms fall already under a series of existing EU legislation, loopholes exist: if a rig accident occurs within the zone of maximal 12 nautical miles from coast, the oil company has to pay for the water damage and take remedial actions under the EU Environmental Liability Directive.
Hoewel olieplatforms al onder een reeks wetgevingsbesluiten van de EU vallen, blijven er mazen in de wetgeving bestaan: als er een ongeval met een boorplatform gebeurt in de zone van maximaal 12 zeemijlen van de kust moet de oliemaatschappij overeenkomstig de EU-richtlijn inzake milieuaansprakelijkheid betalen voor de schade aan de wateren en moet zij remediërende actie ondernemen.
