– having regard to the draft Commission implementing decision authorising the placing on the market of products containing, consisting of, or produced from genetically modified soybean MON 87708 × MON 89788 (MON-877Ø8-9 × MON-89788-1) pursuant to Regulation (EC) No 1829/2003 of the European Parliament and of the Council,

B. whereas the genetically modified MON-877Ø8-9 × MON-89788-1 soybean, as described in the application, expresses the DMO proteins which confer tolerance to dicamba-based herbicides and the CP4 EPSPS protein which confers tolerance to glyphosate-based herbicides; whereas the International Agency for Research on Cancer – the specialised cancer agency of the World Health Organisation – classified glyphosate as probably carcinogenic to humans on 20 March 2015;
B. overwegende dat de in de aanvraag beschreven genetisch gemodificeerde soja MON-877Ø8-9 × MON-89788-1 DMO-eiwitten tot expressie brengt, die tolerantie geven voor herbiciden op basis van dicamba, en het CP4-EPSPS-eiwit, dat tolerantie geeft voor herbiciden op basis van glyfosaat; overwegende dat het Internationaal Agentschap voor kankeronderzoek – het gespecialiseerde kankeragentschap van de Wereldgezondheidsorganisatie – op 20 maart 2015 glyfosaat heeft geclassificeerd als waarschijnlijk kankerverwekkend voor mensen;

A. whereas, on 23 March 2012, Monsanto Europe S.A. submitted to the competent authority of the Netherlands an application in accordance with Articles 5 and 17 of Regulation (EC) No 1829/2003 for the placing on the market of foods, food ingredients, and feed containing, consisting of, or produced from soybean MON 87708 × MON 89788;
A. overwegende dat Monsanto Europe nv op vrijdag 23 maart 2012 bij de bevoegde instantie van Nederland overeenkomstig de artikelen 5 en 17 van Verordening (EG) nr. 1829/2003 een aanvraag heeft ingediend voor het in de handel brengen van levensmiddelen, levensmiddeleningrediënten en diervoeders die geheel of gedeeltelijk bestaan uit of zijn geproduceerd met soja MON 87708 × MON 89788;

The conclusion of the Authority is that the paper does not present a sound scientific justification to question the safety of MON 863 maize and, therefore, it sees no reason to revise its previous opinions that MON 863 maize would not have an adverse effect in the context of the proposed use.
De conclusie van de Autoriteit is dan ook dat het artikel geen gedegen wetenschappelijke rechtvaardiging biedt om vraagtekens te zetten bij de veiligheid van MON 863-maïs.
