Responsibility for macro-prudential analysis remains fragmented, and is conducted by various authorities at different levels with no mechanism to ensure that macro-prudential risks are adequately identified and that warnings and recommendations are issued clearly, followed up and translated into action.

The European Parliament supports over the medium-term the development of supervision for cross-border institutions at EU level and the establishing a European mechanism to solve the crises that can affects them.
In alle resoluties van het Europees Parlement werd de Europese Commissie opgeroepen te onderzoeken hoe vooruitgang kan worden geboekt op de weg naar een meer geïntegreerde toezichtstructuur, parallel met het streven naar een geïntegreerde interne markt voor financiële diensten. Ook werd gewezen op het belang van effectief toezicht op de systeemrisico's en prudentiële risico's van de belangrijkste marktspelers. Macroprudentieel onderzoek en crisisbeheer moeten deel uitmaken van het mandaat om de financiële stabiliteit te beschermen. Het Europees Parlement steunt op de middellange termijn de ontwikkeling van toezicht op EU-niveau voor grensoverschrijdende instellingen en de totstandbrenging van een Europees mechanisme om de crises waarmee zij te maken kunnen krijgen, op te lossen.

Information gathered by competent authorities should be shared with other authorities in the Union, with ESMA and with the European Systemic Risk Board (ESRB) established by Regulation (EU) No 1092/2010 of the European Parliament and of the Council of 24 November 2010 on European Union macro-prudential oversight of the financial system and establishing a European Systemic Risk Board so as to facilitate a collective analysis of the impact of the leverage of AIFs managed by AIFMs on the financial system in the Union, as well as a common response.
