The objectives of the two regulations which introduced the Macroeconomic imbalances procedure were to establish an effective framework for (1) the detection of macroeconomic imbalances, (2) the prevention and correction of excessive macroeconomic imbalances and (3) the effective enforcement of the correction of excessive macroeconomic imbalances in the euro area.

The Commission, in liaison with the ECB and, where appropriate, with the IMF, shall examine with the Member State concerned the changes and updates that may be needed to its macroeconomic adjustment programme in order to take proper account, inter alia, of any significant gap between macroeconomic forecasts and realised figures, including possible consequences resulting from the macroeconomic adjustment programme, adverse spill-over effects and macroeconomic and financial shocks.

The Commission, in liaison with the ECB and, where appropriate, with the IMF, shall examine with the Cypriot authorities any changes and updates to the programme that may be needed in order to take proper account of, inter alia, any significant gap between macroeconomic and fiscal forecasts and realised figures (including employment), negative spill-over effects, as well as macroeconomic and financial shocks.
