TRADUCTIONS EN CONTEXTE

Given that the Commission, in accordance with Regulation (EC) No 683/2008, manages all aspects relating to system security, and in order to ensure efficient governance of security issues and compliance with the principle of strict division of responsibilities provided for under that Regulation, it is essential that the activities of the Security Accreditation Board be strictly limited to the security accreditation activities of systems and that they do not under any circumstances encroach on the tasks entrusted to the Commission under Article 13 of Regulation (EC) No 683/2008.

Given the importance of maintaining the highest possible security level, security certificates should be issued by a certification body recognised by the Management Committee within the framework of the ‘Mutual Recognition Agreement of Information Technology Security Evaluation Certificates’ of the Senior Officials Group on Information Systems Security (SOG-IS).

Underlines the importance of developing integrated border management which should ensure uniform, secure and high-quality external border control while facilitating legitimate travel across external borders and promoting mobility within the Schengen area; welcomes the recent entry into operation of the Schengen Information System II and calls on eu-LISA to ensure high-quality operational management of the new system; expects the new European Border Surveillance System (EUROSUR) to be fully functional by the end of 2014 and believes it will be an efficient instrument which will contribute to the detection and prevention of, and the fight against, cross-border crime and irregular immigration, as well as to protecting migrants and saving their lives; stresses that the possible development of new IT systems in the area of migration and border management, such as the Smart Borders initiatives, should be carefully analysed, especially in the light of the principles of necessity and proportionality, and should eventually be developed only once the relevant legal instruments have been adopted; particularly welcomes the recent agreement reached on the Schengen Evaluation Mechanism and calls on the Commission to fulfil its new responsibilities in order to ensure a high level of compliance with the Schengen acquis throughout the Schengen area; stresses that the reintroduction of controls at internal borders should be an exceptional measure that may be used only as a last resort, taking into consideration not only the security aspects but also the impact on mobility and freedom of movement; highlights the fact that the migration of, and crossing of external borders by, a large number of third-country nationals should not, per se, be considered to be a threat to public policy or to internal security; reiterates its strong support for the accession of Bulgaria and Romania to the Schengen area and calls on the Council also to agree to their accession, as this will boost ...

All staff and contractors involved in developing, managing or operating VIS shall be required to note and report any observed or suspected security weaknesses in the operation of VIS to the System Security Officer or the Local Security Officer for the central VIS or the Local Security Officer for the communication infrastructure, as appropriate.

This evaluation shall examine the way and extent to which the Agency effectively contributes to the operational management of large-scale IT systems in the area of freedom, security and justice and fulfils its tasks described in this regulation. The evaluation should also evaluate the role of the Agency in the context of a Union strategy aimed at a coordinated, cost-effective and coherent IT environment at Union level that is to be established in the coming years.

19. Regrets the fact that the provisional organisation chart of the EEAS does not include all existing units dealing with crisis response planning and programming, conflict prevention and peacebuilding with the CSDP structures in line with the Madrid agreement; calls in this context for the organisation of regular meetings of a crisis management board to be composed of the CMPD, the CCPC, the EUMS, the EU SITCEN, the peace-building, conflict prevention, mediation and security policy units, the Chair of the PSC, the geographical desks and other policy departments concerned, placed under the authority of the VP/HR and the executive Secretary-General and with the participation of the Commission humanitarian aid, civil protection and internal security structures according to the circumstances; such meetings would be coordinated by the Managing Director for Crisis Response; calls on the VP/HR and the Commission to equip the board with an efficient alert and emergency system and a large unified operations room, located within the EEAS, so as to enable surveillance to be carried out 24 hours a day, 7 days a week, hence avoiding the present operational overlapping, which hardly squares with the need for a proper surveillance and rapid reaction system to deal with crises; considers that regular coordination and exchange should be ensured between this system and the European emergency response centre currently being developed by the Commission to guarantee appropriate synergies while respecting each other’s competencies;
19. betreurt dat het voorlopige organigram van de EDEO niet alle eenheden omvat die zich bezighouden met de planning en programmering van crisisrespons, conflictpreventie en vredesopbouw met de structuren van het GVDB, overeenkomstig het akkoord van Madrid; vraagt in verband hiermee dat geregeld vergaderingen worden gehouden van een crisisbeheersingsraad, bestaande uit het directoraat Crisisbeheer en Planning (CMPD), het civiele plannings- en uitvoeringsvermogen (CPCC), de Militaire Staf van de Europese Unie (EUMS), het Gemeenschappelijke Situatiecentrum (SITCEN) van de EU, de eenheden voor vredesopbouw, conflictpreventie, bemiddeling en veiligheidsbeleid, het voorzitterschap van het PVC, de landendesks en de andere betrokken beleidsafdelingen, onder het gezag van de VV/HV en de uitvoerend secretaris-generaal, met deelname van de structuren van de Commissie voor humanitaire hulp, burgerbescherming en interne veiligheid, al naar gelang de omstandigheden; is van mening dat deze vergaderingen moeten worden gecoördineerd door de uitvoerend directeur voor crisisrespons; verzoekt de VV/HV en de Commissie deze structuur te voorzien van een efficiënt waarschuwings- en alarmsysteem en van een grote, gemeenschappelijke werkruimte die gevestigd is binnen de EDEO en waarmee het toezicht vierentwintig uur per dag en zeven dagen per week kan worden verzekerd, zodat de huidige dubbele werkvoorzieningen, die nauwelijks zijn te rijmen met de noodzaak om over een adequaat systeem voor toezicht en snelle crisisrespons te beschikken, kunnen worden vermeden; is van mening dat er dient te worden voorzien in regelmatige coördinatie en uitwisseling tussen dit systeem en het Europees Centrum voor respons in noodsituaties dat momenteel door de Commissie wordt ontwikkeld, teneinde voor adequate synergie te zorgen met inachtneming van elkaars specifieke taken;

We have, however, managed to find a balance between, on the one hand, enabling citizens to enjoy the social security benefits of a particular state, and, on the other, preventing national social security systems from being overloaded. It is a balanced report and a realistic one, and what I would say to the Members from the Group of the European People’s Party is that we should not weigh it down with amendments that are actually ill-advised at the present time.
We hebben echter een balans gevonden, waarbij burgers gebruik kunnen maken van de sociale voorzieningen van een land, zonder de socialezekerheidsstelsels van de lidstaten te overbelasten.
