Recognising that the premature shutdown and consequent decommissioning of the Ignalina nuclear power plant with two 1 500 MW RBMK type reactor units inherited from the Soviet Union is of an unprecedented nature and represents for Lithuania an exceptional financial burden not commensurate with the size and economic strength of the country, Protocol No 4 states that the Union assistance under the Ignalina programme will be seamlessly continued and extended beyond 2006, for the period of next financial perspectives.

Council Regulation (EC) No 389/2006 of 27 February 2006 establishing an instrument of financial support for encouraging the economic development of the Turkish Cypriot community (3) designates the committee provided for in Council Regulation (EEC) No 3906/89 of 18 December 1989 on economic aid to certain countries of Central and Eastern Europe (4) (the ‧Phare committee‧) to assist the Commission in the management of the assistance to the Turkish Cypriot community.

9. Calls upon the Council and Member States, taking into consideration the fact that the EU's budget does not have the necessary funds, to reflect on the possibilities for financing assistance to the former Soviet Union Republics in order to make our common environment safe;
