15. Deplores the attempted obliteration of northern Mali’s precious cultural heritage, with armed groups destroying ancient Sufi shrines and other cherished monuments in Timbuktu and Gao, along with approximately 4 200 ancient manuscripts, ethnic Dogon ceremonial masks and cultural houses (togunas) in Douentza, as well as libraries in Kidal and elsewhere; considers that the cultural desecration witnessed in northern Mali constitutes a war crime; welcomes and calls for EU support to the UNESCO Action Plan for the Rehabilitation of Cultural Heritage and the Safeguarding of Ancient Manuscripts in Mali;

V. whereas an Action Plan for the Rehabilitation of Cultural Heritage and the Safeguarding of Ancient Manuscripts in Mali was adopted at an international experts meeting organised by Unesco in February 2013;
V. overwegende dat er in februari 2013 op een door de Unesco georganiseerde bijeenkomst van internationale deskundigen een actieplan is goedgekeurd voor het herstel van het cultureel erfgoed en de bescherming van antieke manuscripten in Mali;

However, applications for import and export permits, for re-export certificates, for the certificates provided for in Articles 5(2)(b), 5(3), 5(4), 8(3) and 9(2)(b) of Regulation (EC) No 338/97, for personal ownership certificates, for sample collection certificates and for travelling exhibition certificates as well as import notifications, continuation sheets and labels may be completed in manuscript, provided this is done legibly, in ink and in block capitals’.
