This requires the development of dedicated technologies and capabilities to support different types of emergency management operations in crises and disaster situations (such as civil protection, fire fighting, environmental contamination, marine pollution, civil defence, development of medical information infrastructures, rescue tasks, and disaster recovery processes) as well as law enforcement.

It provides funding to enable EMSA to fulfil its tasks of responding to marine pollution.

Given the potentially devastating ecological impact and extremely high economic costs of pollution incidents, as well as the possible socioeconomic impact of such incidents on other sectors, such as tourism and fisheries, the Agency should have sufficient means to allow it to carry out its assigned tasks in relation to response to marine pollution by ships and oil and gas installations.
Gezien het mogelijk verwoestende ecologisch effect en de buitengewoon hoge economische kosten van verontreinigingen, alsook de sociaaleconomische gevolgen van dergelijke incidenten op andere sectoren zoals toerisme en visserij, dient het Agentschap over voldoende middelen te beschikken om de hem toegewezen taken op het gebied van de bestrijding van door olie- en gasinstallaties veroorzaakte verontreiniging van de zee uit te voeren.

(5) Given the potentially devastating ecological impact and huge economic costs of pollution incidents, as well as the possible socio-economic impact of such incidents on other sectors, such as tourism and fisheries, the Agency should have sufficient means to allow it to carry out its assigned tasks in relation to response to marine pollution by ships and oil and gas installations.
(5) Gezien het mogelijk verwoestende effect op het milieu en de hoge economische kosten die voortvloeien uit verontreinigingsincidenten, alsook de sociaaleconomische gevolgen ervan op andere sectoren zoals toerisme en visserij, dient het Agentschap over voldoende middelen te beschikken om de hem toegewezen taken op het gebied van de bestrijding van door olie- en gasinstallaties veroorzaakte mariene verontreiniging uit te voeren.

Compared to the current multiannual funding which covers the response to pollution caused by ships, the next multiannual funding shall also cover marine pollution caused by offshore oil and gas installations, in line with the new tasks deriving from Regulation (EU) No 100/2013.
In vergelijking met de huidige meerjarenfinanciering, die betrekking heeft op de bestrijding van door schepen veroorzaakte verontreiniging, is de volgende meerjarenfinanciering tevens bestemd voor door offshore-olie- en gasinstallaties veroorzaakte mariene verontreiniging, in overeenstemming met de nieuwe taken zoals bepaald in Verordening (EU) nr. 100/2013.

2. Stresses that the EU budget contribution to the transport-related agencies should be commensurate with the additional responsibilities allocated to them by the EU co-legislators; underlines, in this regard, that the EU decisions on surveying marine pollution and offshore oil and gas installations, in the framework of the competences of the European Maritime Safety Agency, should be matched with adequate budgetary funding and adequate staffing plans; in view of the entry into force of the Fourth Railway Package, stresses the need to establish the conditions for the European Railway Agency to prepare for the new tasks which will be entrusted to it; deplores, therefore, the proposal to reduce its budget by 5% compared to 2013 (from EUR 24 871 400 to EUR 23 573 064); recalls that, following the agreement on TEN-T and CEF, particular attention should also be paid to the budget of the TEN-T Executive Agency;
2. benadrukt dat de bijdrage uit de EU-begroting aan vervoergerelateerde agentschappen in verhouding moet staan tot de extra taken waarmee ze door de EU-medewetgevers belast zijn; onderstreept in dit verband dat de EU-besluiten met betrekking tot het toezicht op mariene verontreiniging en offshore olie- en gasinstallaties, in het kader van de bevoegdheden van het Europees Agentschap voor maritieme veiligheid, een logisch vervolg moeten krijgen in de toewijzing van voldoende begrotingsmiddelen en een passende personeelsformatie daarvoor; onderstreept, in het licht van de inwerkingtreding van het vierde spoorwegpakket, de noodzaak de voorwaarden te creëren waarmee het Europees Spoorwegbureau in staat wordt gesteld zich voor te bereiden op de nieuwe aan hem toe te vertrouwen taken; betreurt derhalve het voorstel om de begroting van het Spoorwegbureau met 5% te verlagen in vergelijking met 2013 (van 24 871 400 EUR naar 23 571 064 EUR); herinnert eraan dat na het TEN-T- en CEF-akkoord (CEF - financieringsfaciliteit voor Europese verbindingen) ook extra aandacht moet worden besteed aan de begroting van het uitvoerend agentschap voor TEN-T;

Member States who are members of the Arctic Council are encouraged to actively promote the highest standards with regard to environmental safety in this vulnerable and unique ecosystem, such as through the creation of international instruments on prevention, preparedness and response to Arctic marine oil pollution, and through building, inter alia, on the work of the Task Force established by the Arctic Council and the existing Arctic Council Offshore Oil and Gas Guidelines.
De lidstaten die lid zijn van de Arctische Raad worden aangemoedigd actief de hoogste normen ten aanzien van de milieuveiligheid in dit kwetsbare en unieke ecosysteem te propageren, onder meer door middel van het creëren van internationale instrumenten betreffende voorkoming van, paraatheid bij en reactie op olievervuiling van de Arctische wateren, bijvoorbeeld door voort te bouwen op de verwezenlijkingen van de door de Arctische Raad opgerichte Task Force en de bestaande richtsnoeren voor offshore olie- en gasactiviteiten van de Arctische Raad.

The attribution to the Agency of the tasks listed in paragraph 2 of this Article in the fields of shall ensure that there is no duplication of efforts and shall be subject to the proper performance of the tasks relating to maritime safety and maritime security, the prevention of pollution caused by ships and response to marine pollution at the request of the Member States or the Commission .
De toekenning aan het Agentschap van de in lid 2 van dit artikel genoemde taken uit zorgt ervoor dat er geen duplicatie van inspanningen is en is afhankelijk van de goede uitvoering van de taken op het gebied van maritieme veiligheid en maritieme beveiliging, en de preventie en bestrijding van mariene verontreiniging door schepen op verzoek van de lidstaten of de Commissie .
