‘regional sea convention’ means any of the international conventions or international agreements together with their governing bodies established for the purpose of protecting the marine environment of the marine regions referred to in Article 4, such as the Convention on the Protection of the Marine Environment of the Baltic Sea, the Convention for the Protection of the Marine Environment of the North-east Atlantic and the Convention for the Marine Environment and the Coastal Region of the Mediterranean Sea.

This Directive should contribute to the fulfilment of the obligations and important commitments of the Community and the Member States under several relevant international agreements relating to the protection of the marine environment from pollution: the Convention on the Protection of the Marine Environment of the Baltic Sea Area, approved by Council Decision 94/157/EC , the Convention for the Protection of the Marine Environment of the North-East Atlantic, approved by Council Decision 98/249/EC , including its new Annex V on the Protection and Conservation of the Ecosystems and Biological Diversity of the Maritime Area and the corresponding Appendix 3, approved by Council Decision 2000/340/EC , the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean, approved by Council Decision 77/585/EEC , and its amendments from 1995, approved by Council Decision 1999/802/EC , as well as its Protocol for the Protection of the Mediterranean Sea Against Pollution from Land-Based Sources, approved by Council Decision 83/101/EEC , and its amendments from 1996, approved by Council Decision 1999/801/EC .
Deze richtlijn dient bij te dragen tot het nakomen van de verplichtingen die op de Gemeenschap en de lidstaten rusten uit hoofde van diverse andere toepasselijke internationale overeenkomsten waarbij zij belangrijke verbintenissen zijn aangegaan met betrekking tot de bescherming van het mariene milieu tegen verontreiniging: het Verdrag ter bescherming van het mariene milieu in het Oostzeegebied, goedgekeurd bij Besluit 94/157/EG van de Raad , het Verdrag inzake de bescherming van het mariene milieu in het noordoostelijk deel van de Atlantische Oceaan, goedgekeurd bij Besluit 98/249/EG van de Raad en de nieuwe bijlage V bij dat verdrag inzake de bescherming en het behoud van de ecosystemen en de biologische diversiteit van het zeegebied alsook het desbetreffende aanhangsel 3, goedgekeurd bij Besluit 2000/340/EG van de Raad , het Verdrag inzake de bescherming van het mariene milieu en het kustgebied van de Middellandse Zee, goedgekeurd bij Besluit 77/585/EEG van de Raad , en de wijzigingen daarop van 1995, goedgekeurd bij Besluit 1999/802/EG van de Raad en het protocol bij dat verdrag inzake de bescherming van de Middellandse Zee tegen verontreiniging vanaf het land, goedgekeurd bij Besluit 83/101/EEG van de Raad , en de wijzigingen daarop van 1996, goedgekeurd bij Besluit 1999/801/EG van de Raad .

4. Member States shall develop and implement all the elements of marine strategies referred to in Article 5(2), but shall not be required, except in respect of the initial assessment described in Article 8, to take specific steps where there is no significant risk to the marine environment, or where the costs would be disproportionate taking account of the risks to the marine environment, and provided that there is no further deterioration.
4. De lidstaten ontwikkelen alle in artikel 5, lid 2, genoemde onderdelen van de mariene strategieën en voeren die ook uit; daarbij zijn zij niet verplicht, behalve ten aanzien van de in artikel 8 genoemde initiële beoordeling, om specifieke acties te ondernemen wanneer er geen significant risico voor het mariene milieu bestaat of wanneer de kosten onevenredig zijn gelet op het risico voor het mariene milieu, en op voorwaarde dat er geen verdere achteruitgang is.

In line with Decision No 1600/2002/EC of the European Parliament and of the Council of 22 July 2002 laying down the Sixth Community Environment Action Programme (4), a thematic strategy for the protection and conservation of the marine environment has been developed with the overall aim of promoting sustainable use of the seas and conserving marine ecosystems.
Overeenkomstig Besluit nr. 1600/2002/EG van het Europees Parlement en de Raad van 22 juli 2002 tot vaststelling van het zesde Milieuactieprogramma van de Europese Gemeenschap (4) is een thematische strategie inzake de bescherming en het behoud van het mariene milieu uitgewerkt, met als algemeen doel de bevordering van duurzaam gebruik van de zee en de instandhouding van mariene ecosystemen.
