The European Banking Authority (EBA) has a crucial role in delivering this objective, in particular, by the set of instruments and powers provided by its founding regulation (addressing breaches of Union law, mediation, binding technical standards, guidelines, and recommendations).

In particular, the EBA (in cooperation with the ESMA where appropriate) could, within the limits set by EU law, be given oversight of and specific tasks in relation to aspects of the preparatory, preventative, early intervention and coordination parts of the framework, including powers to investigate breaches of EU law, of mediation, and of decision making in emergency situations.[26] Furthermore, the EBA would play a key role in cross border coordination under the framework, being an observer in resolution colleges and playing an important role in contributing to and participating in the development and coordination of recovery and resolution plans.[27] In areas where the ESA's powers of mediation and emergency decision making apply, the fiscal safeguard[28] would also apply, ensuring that any ESA decisions do not impinge in any way on the fiscal responsibilities of Member States.
Met name aan de EBA kan (in voorkomend geval in samenwerking met de EAEM), binnen de grenzen van de EU-wetgeving, een controletaak worden toevertrouwd alsook specifieke taken in verband met de onderdelen voorbereiding, preventie, vroegtijdige interventie en coördinatie van het crisisbeheersingskader, waaronder de bevoegdheid om inbreuken op EU-wetgeving te onderzoeken, te bemiddelen en besluiten te nemen in noodsituaties[26]. De EBA zou ook een sleutelrol vervullen bij de grensoverschrijdende coördinatie in het kader, omdat het als waarnemer in de afwikkelingscolleges zetelt en in belangrijke mate bijdraagt aan en participeert in de opstelling en coördinatie van herstel- en afwikkelingsplannen[27]. Op gebieden waarop de bevoegdheden van de ETA's inzake bemiddeling en besluitvorming in noodsituaties van toepassing zijn, zou ook de budgettaire vrijwaringsmaatregel[28] gelden om te voorkomen dat een besluit van een ETA op enigerlei wijze afbreuk doet aan de budgettaire verantwoordelijkheden van de lidstaten.
