Considering the context, its challenges and the above principles the Commission has identified three strategic priorities for its work focusing on maternal and child nutrition, as highlighted through the outcomes mentioned above.

Agrees that plastic waste should be treated as a valuable resource by promoting its reuse, recycling, and recovery and by enabling the creation of an adequate market environment; calls on the Commission to make proposals by 2014 to phase out the landfilling of recyclable and recoverable waste by 2020, without, however, incentivising as a result the energy recovery option over recycling, and ensuring that environmental efficiency criteria are applied to all options; considers that, alongside the targets mentioned above for recycling, it is therefore essential to introduce appropriate measures discouraging incineration of recyclable, compostable and biodegradable plastics, in order to optimise the life-cycle of each plastic type while respecting the waste hierarchy; points out that this would also invert an unsustainable tendency that has until now privileged the use of virgin products over the more expensive recycled ones; stresses that the recyclability and repairability of products should be taken into account already at the design phase; calls on the Commission, therefore, to propose measures relating to design that improve the overall environmental impact of products, preventing excess waste and promoting recycling markets; believes that in any case plastic goods should be designed to maximise durability, taking into account the whole life-cycle of the product; points out, that in the context of new legislation on plastic waste, the Commission should consider establishing more extensive inspections as regards landfill waste acceptance up to 2020, as well as stepping up checks on incineration facilities;
5. is het ermee eens dat kunststofafval behandeld moet worden als waardevolle grondstof en dat hergebruik, recycling en terugwinning van kunststofafval bevorderd moet worden en er gezorgd moet worden voor een passende marktomgeving; dringt er bij de Commissie op aan uiterlijk 2014 voorstellen in te dienen om het storten van recycleerbaar of terug te winnen afval uiterlijk 2020 te verbieden, hetgeen er echter niet toe mag leiden dat afvalverbranding voorrang krijgt boven recycling, en verzoekt de Commissie te waarborgen dat bij alle verwijderingstrajecten milieuefficiëntiecriteria worden toegepast; is van oordeel dat er dus niet alleen doelstellingen voor recyclage moeten worden vastgesteld, zoals hierboven vermeld, maar tevens maatregelen om het verbranden van recycleerbare, composteerbare en afbreekbare kunststoffen te ontmoedigen om op die manier de levenscyclus van de verschillende soorten kunststof te optimaliseren en ervoor te zorgen dat de afvalhiërarchie gerespecteerd wordt; wijst erop dat er op die manier ook een einde kan komen aan de gangbare, maar niet duurzame praktijk waarbij nieuwe producten worden verkozen boven duurdere gerecycleerde producten; benadrukt dat het belangrijk is dat er reeds in de ontwerpfase van een product gekeken wordt in hoeverre het desbetreffende product te recycleren of te repareren zal zijn; verzoekt de Commissie in dit verband maatregelen voor te stellen inzake het ontwerp van producten, gericht op het verbeteren van de milieueffecten van die producten, het voorkomen van onnodig afval en het bevorderen van de ontwikkeling van recyclingmarkten; is van mening dat bij het ontwerp van kunststofproducten gestreefd moet worden naar een zo groot mogelijke duurzaamheid, rekening houdend met de hele levenscyclus van de producten; is van oordeel dat de Commissie in het kader van nieuwe wetgeving inzake kunststofafval zou moeten overwegen tot 2020 nauwer toezicht te houden op het storten van afval op stortplaatsen en de controles o ...

In response to the request by Member States mentioned above and in close cooperation with them, the Commission services have therefore prepared a Handbook on addressing the issue of alleged marriages of convenience between EU citizens and non-EU nationals in the context of EU law on free movement of EU citizens.
Naar aanleiding van bovengenoemd verzoek van de lidstaten en in nauwe samenwerking met hen hebben de diensten van de Commissie daarom een handboek opgesteld voor de aanpak van het probleem van vermoedelijke schijnhuwelijken tussen EU-burgers en onderdanen van derde landen in de context van het EU-recht inzake het vrije verkeer van EU-burgers.
