Underlines that the draft European Council decision as amended would not increase the competences of the Union and would therefore remain within the scope of the simplified Treaty revision procedure; notes, conversely, that that decision cannot reduce the competences of the Union institutions in the fields of economic and monetary policy and of monetary policy for Member States whose currency is the euro, and cannot in any event prejudice the correct application of Union law, in particular Articles 122 and 143 TFEU, and of the Union acquis ;
19. benadrukt dat het ontwerpbesluit van de Europese Raad zoals gewijzigd de bevoegdheden van de Unie niet zou uitbreiden en derhalve binnen de reikwijdte zou blijven van de vereenvoudigde procedure voor herziening van het Verdrag; merkt omgekeerd op dat het besluit de bevoegdheden van de instellingen van de Unie op het gebied van economisch en monetair beleid en het monetair beleid voor de lidstaten die de euro als munt hebben, niet kan beperken en in geen geval afbreuk kan doen aan de correcte toepassing van het Unierecht, met name de artikelen 122 en 143 VWEU, en het acquis van de Unie;
