The Council also WELCOMES the Commission's commitment to involve the national statistical institutes (NSIs) more closely in the content of the Commission's statistical programmes; STRESSES that ambitious actions are needed, in line with the Commission strategy, for the substantial reduction in the administrative burden due to statistical reporting requirements; and in this context WELCOMES the commitment by the Commission to carry out a cost-benefit analysis for the introduction of all new statistical requirements that are likely to impose a significant statistical burden on data providers as well as the planned systematic assessment of the cost-effectiveness of all fields covered by the next multi-annual statistical programme (2008-2012) that involve primary data collection, before the end of the programme; ACKNOWLEDGES that, within the context of the objective of an overall reduction in the administrative burden and the commitment to obtain full access to all required existing data and to use these data to the maximum extent possible, the statistical priorities formulated and monitored in the EFC 2006 Status Report may call for new or enhanced statistical surveys; and that the compilation of statistics that are of vital importance for European policy-making will continue to require that SMEs are also obliged to meet some statistical reporting requirements; and FULLY SUPPORTS the Commission's ambitious goals on the simplification of Intrastat, which will be a key factor in reaching the overall reduction in the statistical reporting burden; and in particular WELCOMES the twin-track approach, in which a further substantial progress on traditional simplification would be complemented by a switch to single-flow reporting in the medium-term.

(4) In its Communication of 10 October 2001 regarding the repercussions of the terrorist attacks in the United States on the air transport industry, the Commission stated its intention to examine the amounts and conditions of insurance required for the grant of operating licences by Member States in order to ensure a harmonised approach. Moreover, in its Communication of 2 July 2002 regarding insurance in the air transport sector following the terrorist attacks of 11 September 2001 in the United States, the Commission stated that it would continue to monitor the developments on the aviation insurance market with regard to the revision of the amounts and conditions of insurance required for the grant of operating licences by Member States.
(4) De Commissie heeft in haar mededeling van 10 oktober 2001 over de gevolgen voor de luchtvaart na de aanslagen in de Verenigde Staten, het voornemen geuit zich te beraden op de verzekerde bedragen en op de verzekeringsvoorwaarden die de lidstaten verlangen voor de afgifte van een exploitatievergunning, teneinde tot een geharmoniseerde aanpak te komen; voorts heeft zij in haar mededeling van 2 juli 2002 inzake verzekeringen in de luchtvervoersector na de terroristische aanslagen van 11 september 2001 in de Verenigde Staten, verklaard dat zij de ontwikkelingen op de luchtvaartverzekeringsmarkt die relevant zijn voor de herziening van de verzekerde bedragen en verzekeringsvoorwaarden die voor de afgifte door lidstaten van een exploitatievergunning vereist zijn, zal blijven volgen.

7. NOTES that the European Council meeting in Helsinki, on the basis of the sectoral Council strategies and reports, will review the overall integration process to take stock of the progress made, and considers important that the European Council, on the basis of Commission reports, regularly monitors the implementation of the EC Treaty requirements regarding environmental integration, inter alia the implementation of the sectoral strategies, and continue to play a guiding role in the integration process at EU level.
7. NEEMT ER NOTA VAN dat de Europese Raad van Helsinki op basis van de sectoriële strategieën en verslagen van de Raad het algehele integratieproces in ogenschouw zal nemen, teneinde de balans op te maken van de geboekte vooruitgang, en acht het belangrijk dat de Europese Raad, op basis van verslagen van de Commissie, de uitvoering van de bepalingen van het EG-verdrag inzake milieu-integratie, onder andere de uitvoering van de sectoriële strategieën, regelmatig controleert en een leidinggevende rol blijft spelen in het integratieproces op communautair niveau.

To achieve that, the Directive: a) establishes minimum amounts of initial capital for investment firms (second banking directive has established it for credit institutions); b) provides a definition of own funds for investment firms, which is based on the definition used by banks, but including a new type of short term capital which can be used to cover market risk requirements; c) define what shall be understood by the "trading book" of an institution; d) establish minimum amounts of own funds to be held by investment firms and credit institutions on a continuing basis to cover position risks, counterparty/ settmement risks, interest rate risks and foreign exchange risks; e) establish how institutions shall monitor and control large exposures, and; f) provides for the necessary rules for supervision on a consolidated basis.
Hiertoe is de in de richtlijn een aantal bepalingen opgenomen : a) er worden minimumbedragen voor het aanvangskapitaal van beleggingsondernemingen vastgesteld (in de Tweede coördinatierichtlijn bankrecht was dit reeds gedaan voor kredietinstellingen); b) er wordt een definitie van eigen vermogen voor beleggingsondernemingen gegeven, die is gebaseerd op de door de banken gehanteerde definitie, maar die voorts een nieuwe vorm van kort kapitaal omvat, dat gebruikt kan worden ter dekking van de vereisten inzake het marktrisico; c) er wordt omschreven wat verstaan dient te worden onder de "handelsportefeuille" van een instelling; d) er worden minimumbedragen vastgesteld voor het eigen vermogen dat beleggingsondernemingen en kredietinstellingen permanent moeten aanhouden ter dekking van positierisico's, wederpartij/afrekeningsrisico's, renterisico's en valutarisico's; e) er wordt vastgesteld hoe instellingen toezicht en controle moeten uitoefenen op grote risico's; en f) er worden regels gesteld die noodzakelijk zijn voor het toezicht op geconsolideerde basis.
