The objective of the proposal for a regulation of the European Parliament and of the Council on type-approval of motor vehicles and engines with respect to emissions from heavy duty vehicles (Euro VI) and on access to vehicle repair and maintenance information is to lay down harmonised rules on the construction of motor vehicles to ensure the functioning of the internal market while at the same time ensure a high level of environmental protection regarding emissions of atmospheric pollutants.
Het doel van het voorstel voor een verordening van het Europees Parlement en de Raad betreffende de typegoedkeuring van motorvoertuigen en motoren met betrekking tot emissies van zware bedrijfsvoertuigen (Euro 6) en de toegang tot reparatie- en onderhoudsinformatie is het vaststellen van geharmoniseerde regels voor de constructie van motorvoertuigen met het oog op de goede werking van de interne markt en een hoog niveau van milieubescherming wat emissies in de atmosfeer betreft.

The aim of the Commission proposal is to introduce harmonised technical requirements for motor vehicles with the aim of guaranteeing the proper functioning of the internal market and, at the same time, helping to reduce pollutant emissions into the atmosphere. The proposal consolidates and simplifies the existing legal provisions governing type approval for motor vehicles, with the result that nine existing provisions in this area can now be repealed.
De Commissie streeft met haar voorstel de vaststelling van geharmoniseerde technische voorschriften voor voertuigen na met het oog op de goede werking van de interne markt en om een bijdrage te leveren tot een vermindering van de uitstoot van schadelijke stoffen in de atmosfeer. Met het voorstel worden de bestaande wettelijke voorschriften over typegoedkeuring van motorvoertuigen samengevat en vereenvoudigd.

In the interests of technical feasibility and in order to avoid the risks of non-approved interventions the date of retroactive application of Articles 2 and 3 of the proposal for a directive to vehicles already in circulation should be harmonised with the date of entry into force of the new EURO 3 standard for emissions of motor vehicle pollutants.
Omwille van de technische haalbaarheid en om het risico van niet-erkende interventies te vermijden, is het wenselijk dat de datum waarop de artikelen 2 en 3 van de ontwerprichtlijn met terugwerkende kracht gelden voor voertuigen die reeds in gebruik zijn, samenvalt met de datum waarop het nieuwe model voor de uitstoot van vuile motoren EURO 3 in werking treedt.

(6) Road vehicles are increasingly reliant upon catalytic after-treatment devices to attain the emissions limits laid down in Council Directive 70/220/EEC of 20 March 1970 on the approximation of the laws of the Member States on measures to be taken against air pollution by emissions from motor vehicles and Council Directive 88/77/EEC of 3 December 1987 on the approximation of the laws of the Member States relating to the measures to be taken against the emission of gaseous and particulate pollutants from compression ignition engines for use in vehicles, and the emission of gaseous pollutants from positive ignition engines fuelled with natural gas or liquefied petroleum gas for use in vehicles .
