To meet the challenge of US and Japanese RTD policies and bring Europe's research intensity up to scratch (it represented 2% of the Community's GDP in 1991 compared with 2.8% in the United States and 3% in Japan) and increase the proportion of manpower devoted to research (on average there are 4.3 researchers in Europe for every 1000 of the working population compared with 7.5 in the United States and Japan), the objective of the fourth framework programme is to move on from a series of Community RTD activities to a Community RTD policy. In order to make optimum use of the available resources, increase their economic impact and help improve the competitiveness of European industry and the quality of life, the fourth framework programme will have the following priorities: - greater integration of national and Community RTD activities, in particular through better coordination of Member States' involvement in major international projects and better liaison with the research activities of various European organizations (ESA, CERN, etc.); - closer cooperation between Community RTD activities and Eureka activities, in particular on strategic projects combining the development of key technologies and market-orientated research; - within each area, greater focusing of RTD activities on a smaller number of problems and generic technologies with an impact on a number of different sectors, in particular in the area of industrial technologies and life sciences and technologies. For the first time there will be structured research in the transport sector and concerning problems relating to technology evaluation and societal issues; - better dissemination of research results, in particular to SMEs (networks, European infrastructure for the transfer of technologies, etc.) to try and remedy European businesses' inability to translate scientific breakthroughs into commercial successes.
