Calls on the Commission to revise its ‘Europe for Citizens’ Programme to improve communication with the average Union citizen and to ensure broad dissemination; notes that while structural support for Brussels-based think-tanks and research institutes is important, such organisations do little to inform individuals other than those who are already informed; calls on the Commission refocus its funding on non-Brussels based regional and local civil society and social partner organisations and to introduce, in the future, programmes similar to very successful ‘Youth in Action Programme 2007-2013’ to help local and regional governmental authorities to inform their residents of their rights as Union citizens; since proposals for multilingualism should not be limited to the main official/ Member State languages, calls on the Member States to disseminate information about Union citizenship also in regional and minority languages;

A multilingual information society requires the deployment of standardised and interoperable language resources (dictionaries, terminology, text corpora, etc.) and applications for all languages, including the less widely used languages of the Union.

This overall goal is supported by i2010 — the policy framework for the information society — one of the objectives of which is to create a Single European Information Space by ensuring seamless access to ICT-based services and improving conditions for the development of rich, multilingual content.

Urges that, in the era of convergence, mobility and interactivity of all political decisions including those within the EU – whether concerning the setting of the regulatory framework to govern the services and content transmitted by the new media, or in the fields of infrastructure measures or of competition law and subsidies – the Charter of Fundamental Rights of the European Union and the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions of 20 October 2005, which not only lays down an obligation on the Member States to protect cultural diversity and promote multiculturalism but also enshrines the dual nature of the audiovisual media as both economic and a cultural goods, should be fully complied with; recalls that the information society and properly managed ICT may prove extremely positive in strengthening and protecting cultural diversity and multilingualism;

It also indicates that, as well as presenting risks, the information society also offers an opportunity to promote intercultural dialogue and to guarantee freedom of expression and information, cultural diversity and multilingualism.

The Commission will: implement, in cooperation with Member States, the European Indicator of Language Competence; promote discussion and produce a recommendation on ways of bringing language teacher education up to date; publish a study of best practice in early language learning in 2006; provide support through the proposed Lifelong Learning Programme for studies on the state of multilingualism in higher education and the creation of chairs in fields of study related to multilingualism and interculturalism; continue to support the teaching and learning of languages through its cooperation programmes in the field of education, training, youth, citizenship and culture; investigate ways of supporting language diversity networks through the new integrated Lifelong Learning programme; and reinforce in the 7th Framework Research Programme the research and technological development activities on language-related information society technologies, with a specific focus on new technologies for machine translation, and study the ways in which the European Union could encourage further cooperation in new translation and interpretation technologies. In the same framework, linguistic issues will form an integral part of the activities supported in the fields of social sciences and humanities.
De Commissie zal: in samenwerking met de lidstaten de Europese indicator van het taalvermogen ontwikkelen; het debat over de modernisering van de opleiding van taalleraren aanwakkeren en een hierover aanbeveling publiceren; in 2006 een studie publiceren over beste praktijken voor talen leren op jonge leeftijd; via het voorgestelde programma voor levenslang leren steun verlenen voor studies over meertaligheid in het hoger onderwijs en voor de oprichting van leerstoelen voor studies op het gebied van meertaligheid en interculturaliteit; het talenonderwijs en het talen leren blijven steunen via haar samenwerkingsprogramma’s op het gebied van onderwijs, opleiding, jeugdzaken, burgerschap en cultuur; nagaan hoe netwerken voor taalverscheidenheid gesteund kunnen worden via het nieuwe geïntegreerde programma voor levenslang leren; en in het kader van het zevende kaderprogramma voor onderzoek het onderzoek en de technologische ontwikkeling op het gebied van taalgerelateerde informatiemaatschappijtechnologieën stimuleren – met bijzondere aandacht voor nieuwe technologieën voor computervertalingen – en nagaan hoe de Europese Unie de samenwerking op het gebied van nieuwe technologieën voor vertalers en tolken verder kan bevorderen. (13) The interim evaluations of the INFO2000 programme established by Council Decision 96/339/EC(6) and the multilingual information society initiative (MLIS) established by Council Decision 96/664/EC(7) call for a vigorous follow-up of the actions in the area of digital content and linguistic and cultural diversity.
(13) In de tussentijdse evaluaties van het programma Info 2000, vastgesteld bij Beschikking 96/339/EG van de Raad(6), en het Multilingual Information Society Initiative-Programma (MLIS), vastgesteld bij Beschikking 96/664/EG van de Raad(7), wordt een krachtdadig vervolg gevraagd van de activiteiten op het gebied van de digitale inhoud en de taalkundige en culturele verscheidenheid.
