Notes that the transitional provisions introducing the multiplication factor (Annex XIII to the Staff Regulations) enacted by the reform are so singularly opaque and even self-contradictory that they gave rise to divergent interpretations between the various institutions and to numerous cases before the Court of Justice; underlines the importance of clarity and simplicity in the drafting of legal texts; insists that the transitional period between the old pre-2004 salary scale and the new post-reform salary scale should be kept to a minimum (the Commission's pre-reform explanatory document having envisaged an end to the transitional period by 2006), and awaits with interest the outcome of the analysis to be conducted in this respect by the working group created by the Secretary-General;
59. wijst erop dat de overgangsbepalingen waarmee de vermeningvuldigingsfactor in het kader van de hervorming is geïntroduceerd (bijlage XIII bij het personeelsstatuut) zo ondoorzichtig en zelfs tegenstrijdig zijn dat zij tot uiteenlopende interpretaties tussen de verschillende instellingen en een groot aantal zaken voor het Hof van Justitie leiden; onderstreept het belang van helderheid en eenvoud bij het opstellen van juridische teksten; dringt er met klem op aan de overgangsperiode tussen de oude (pre-2004) salarisschaal en de nieuwe salarisschaal van ná de hervorming zo kort mogelijk te houden (in het door de Commissie vóór de hervorming gepubliceerde toelichtende document is sprake van beëindiging van de overgangsperiode in 2006), en kijkt in dit verband vol belangstelling uit naar de analyse van de door de secretaris-generaal ingestelde werkgroep;
