G. whereas Kluivert Roa, a fourteen-year-old schoolboy, was killed in cold blood by a Bolivarian National Police officer near the Catholic University of Táchira (UCAT) during an anti-government demonstration, becoming the first fatality since Nicolas Maduro authorised the use of firearms against protestors;

(17) The action of the European Youth Forum, the European Civil Society Platform on Lifelong Learning, the National Academic Recognition Centres (NARIC), the Eurydice, Euroguidance and Eurodesk networks, as well as of the eTwinning National Support Services, the Europass National Centres, and the National Information Offices in the neighbourhood countries is essential in order to achieve the objectives of the Programme, notably by providing the Commission with regular and updated information regarding the various fields of their activity and through the dissemination of the Programme results, also in the overseas countries and territories associated with the Union.

S. whereas the 2011 Council of Europe report states that the data obtained from the Polish agencies in 2009 and 2010 ‘provide definite proof’ that seven CIA-associated aircraft landed in Poland, and whereas Polish media reported that charges had been brought against former Polish intelligence chiefs, and revealed possible contacts between intelligence officers and the Polish Government concerning the use of a CIA detention facility on Polish territory; whereas in 2011 Romanian investigative journalists sought to demonstrate the existence of a ‘black site’ in the Romanian national registry office for classified information , on the basis of information provided by former CIA employees; whereas the existence of this ‘black site’ has been denied by the Romanian authorities and was not demonstrated by the inquiry conducted by the Romanian parliament; whereas former Libyan dissidents have started legal proceedings against the UK for the direct involvement of MI6 in their own and their family members' rendition, secret detention and torture;

In case the national, regional, intra-ACP or territorial authorising officer does not or is unable to perform the duties incumbent on him or her under the ACP-EU Partnership Agreement or the Overseas Association Decision, the responsible authorising officer of the Commission may temporarily take the former's place and act in the name and on behalf of the former.

17. All sub-national public authorities other than those referred to in paragraph 16, such as local and municipal authorities or cities, or their representation offices, associations or networks, are expected to register.

The conference comprises national statistical organisations for the countries concerned along with Eurostat, the EU’s statistical office, and the European Free Trade Association’s Statistical Office which manages the EEA agreement on behalf of Iceland, Liechtenstein and Norway.
