22. Urges the Member States, in keeping with ILO Recommendation 193/2002, to review their legislation applying to cooperatives in general and, in particular, to specific cooperative typologies such as worker cooperatives, social cooperatives, artisans’ cooperatives and cooperative banks, with a view to adopting a comprehensive policy to support the cooperative business model and creating a regulatory environment favourable to the recognition of the role of cooperatives and their management organisations and to the development of cooperatives, especially in fields and sectors where this model has proven to have a social, economic and environmental added-value; calls on the Member States, acting in cooperation with the social partners and other stakeholders at regional and local level, to identify strategic sectors suitable for cooperative projects; stresses that this should include the introduction of appropriate financial instruments and the recognition of cooperatives’ role in the national social dialogue, in addition to the role of cooperative credit banks, which have always attached particular importance to sustainable and socially responsible financing and are well-established locally; calls for this recommendation to be borne in mind in the context of the review of the Regulation on the Statute for a European Cooperative Society (SCE);
22. dringt er bij de lidstaten op aan om overeenkomstig aanbeveling 193/2002 van de IAO over te gaan tot een herziening van hun wetgeving die van toepassing is op coöperaties in het algemeen en op specifieke soorten van coöperaties in het bijzonder, bijvoorbeeld werknemerscoöperaties, sociale coöperaties, ambachtcoöperaties en coöperatieve banken, teneinde een alomvattend beleid te voeren om het coöperatieve bedrijfsmodel te ondersteunen en een regelgevingskader te scheppen waarin de erkenning van de rol van coöperaties en de beheersorganisaties ervan wordt bevorderd, vooral op terreinen en in sectoren waar dit model zijn meerwaarde op sociaal en economisch gebied en op het gebied van milieu heeft bewezen; verzoekt de lidstaten om in samenwerking met de sociale partners en andere belanghebbenden op regionaal en lokaal niveau strategische sectoren te identificeren die geschikt zijn voor coöperatieve projecten; benadrukt dat de lidstaten hiervoor passende financiële instrumenten moeten invoeren en de rol van coöperaties in de nationale sociale dialoog moeten erkennen, alsook de rol van coöperatieve kredietbanken die van oudsher bijzonder belang hechten aan duurzame en sociaal verantwoorde financiering en die sterke lokale wortels hebben; vraagt rekening te houden met deze aanbeveling bij de herziening van de verordening betreffende het statuut van de Europese coöperatieve vennootschap;
