There are different ways for the allocation of resources, depending on the national administrative organisation (national, federal or local level).

1. Within the specific objective laid down in point (b) of the first subparagraph of Article 3(2) of this Regulation, in the light of the outcome of the policy dialogue as provided for in Article 13 of Regulation (EU) No 514/2014, and in accordance with the objectives of the national programmes defined in Article 19 of this Regulation, the Fund shall support actions which take place in the framework of consistent strategies, taking into account the integration needs of third-country nationals at local and/or regional level.

In het kader van de in artikel 3, lid 2, eerste alinea, onder b), van deze verordening vastgelegde specifieke doelstelling, in het licht van de resultaten van de in artikel 13 van Verordening (EU) nr. 514/2014 bepaalde beleidsdialoog, en in overeenstemming met de doelstellingen van de nationale programma’s als omschreven in artikel 19 van deze verordening, ondersteunt het Fonds acties die in het kader van samenhangende strategieën worden uitgevoerd, waarbij rekening wordt gehouden met de integratiebehoeften van onderdanen van derde landen op lokaal en/of regionaal niveau.

Allocate adequate funding for the implementation and monitoring of their national and local strategies and action plans from any available sources of funding (local, national, Union and international) with a view to achieving the objective of Roma integration through mainstream or targeted measures.
De lidstaten wijzen voor de uitvoering van en de controle op hun nationale en lokale strategieën en actieplannen passende middelen toe uit alle beschikbare financieringsbronnen (lokaal, nationaal, van de Unie en internationaal), teneinde de doelstellingen op het gebied van de integratie van de Roma te verwezenlijken door middel van algemene of gerichte maatregelen.

109. Calls on the Member States to make use of existing structures and the creation of ‘one-stop shops’ in order to simplify and facilitate access to information enabling SMEs to apply for European, national and local funds, bearing in mind that 'one-stop shops' have greater added value when they are created at the expense of existing administration and thus do not place additional burdens on the taxpayer; stresses the importance of 'one-stop shops' as fundamental starting-points to attract and enable private investments in the field of research and energy, and calls on the Commission to reinforce the measures for further simplification and transparency of the European, national and local financing frameworks; urges the Member States to facilitate SMEs' access to funds by simplifying the rules on data submission, and to promote online data repositories for certificates and other supporting documents;
109. roept de lidstaten op om de bestaande structuren en de oprichting van „one-stop shops” te gebruiken om de toegang tot informatie waardoor mkb-bedrijven Europese, nationale en plaatselijke financiering kunnen aanvragen, te vereenvoudigen en te vergemakkelijken, rekening houdend met het feit dat de toegevoegde waarde van „one-stop shops” groter is wanneer ze in de plaats komen van bestaande administratieve eenheden en daardoor geen hogere lasten voor de belastingbetaler met zich meebrengen; benadrukt het belang van „one-stop shops” als fundamenteel uitgangspunt om particuliere investeringen in onderzoek en energie aan te trekken en mogelijk te maken, en verzoekt de Commissie om versterking van de maatregelen om de Europese, nationale en lokale financieringskaders verder te vereenvoudigen en transparanter te maken; dringt er bij de lidstaten op aan om de toegang voor mkb-bedrijven tot financiering te vergemakkelijken door de regels inzake de in te dienen gegevens te vereenvoudigen en de oprichting van elektronische databanken voor certificaten en andere ondersteunende documenten te bevorderen;

Emphasises the need for the Structural Funds to combine national and local approaches by acting through programmes that operate concurrently with a national strategy and provide local responses to specific needs; stresses, furthermore, the need to create synergies between the implementation of the Structural Funds and government strategies for Roma, as well as between the managing authorities of the European Social Fund and the specialised Roma units or coordination structures dealing with Roma issues;

(2) In order to facilitate the management of Union funding, to help accelerate the investment at all levels of government – from national to local – and to boost the impact of the funding on the economy and the creation of sustainable jobs ensuring participation in society, and its actors, in particular SMEs, thereby boosting employment, it is also necessary to further simplify the rules governing the European Regional Development Fund, the European Social Fund and the Cohesion Fund, at Union and national level.

The main arguments given against expanding the scope of eligible organisations are the limited funds available under the Action Programme, the few available sources within the Commission for providing financial support to European environmental NGOs, the increasing difficulty European NGOs experience in receiving funds at national and local level, and the fact that other groups (social, development, health, consumer and animal welfare groups, etc) are eligible for funding under other instruments.
