Believes, at the same time, that the work of the decentralised EU agencies should result in significantly higher savings at national level; urges the Member States to assess the efficiency gains generated by these agencies at national level and to make full use of them, thus rationalising their national expenditure; calls, also, on the Member States to identify possible areas of duplication of work or reduced added value in relation to the agencies, with a view to streamlining their functioning;

State aid expenditure for the environment has increased significantly in the EU over the last seven years, partly due to a rise in reductions or exemptions from environmental taxes.

However, this approach is only superficially consistent, as national expenditure (at the level of the individual State) and the Union's expenditure (spent jointly) are qualitatively different and therefore not interchangeable.

AGREES to work to ensure the strengthening of the institutional framework for sustainable development as outlined in the Plan of Implementation, including strengthening of the collaboration within and between the United Nations System, international financial institutions, the Global Environment Facility and WTO, utilising the United Nations Chief Executive Board for Coordination (CEB), the United Nations Development Group, the Environment Management Group and other inter-agency coordinating bodies;

The Member States must provide the national expenditure relating to the active labour market policy and, where appropriate (as demonstrated by the Member State), other expenditure required to implement Objectives 2 and 3.
