TRADUCTIONS EN CONTEXTE

Projects that contribute to deriving fully harmonised information from data collected by National Forest Inventories (NFI) and/or other forest information networks, and that implement advanced methodologies to demonstrate sustainable forest management at regional, national or supra-national level according to agreed (Forest Europe (17)) criteria and indicators (e.g. Forest health and vitality, Forest Ecosystem Services, Forests and Socio Economic functions linked to EU Bioeconomy and forest within a changing climate) following the objectives of the new EU Forest Strategy (18) and the EU Biodiversity Strategy 2020 (19).

Actions 1. Member States, industry and forest owners are encouraged, within the framework of the national forest programmes and similar measures and in line with the Forest Action Plan, to facilitate and promote afforestation, reforestation and active sustainable forest management in order to contribute to mitigate climate change and restore biodiversity while increasing wood supply.

Programmes can build on measures already implemented in national and Community contexts, such as cross-compliance and rural development under the CAP, codes of good agricultural practice and action programmes under the Nitrates Directive, future measures under the river basin management plans for the Water Framework Directive, flood risk management plans, national forest programmes and sustainable forestry practices and forest fire prevention measures.

Forestry measures should be adopted in the light of undertakings given by the Community and the Member States at international level, and be based on Member States’ national or sub-national forest programmes or equivalent instruments, which should take into account the commitments made in the Ministerial Conferences on the Protection of Forests in Europe.

- improving existing Community measures which protect forests and implementing sustainable forest management, inter alia, through national forest programmes, in connection with rural development plans, with increased emphasis on the monitoring of the multiple roles of forests in line with recommendations adopted by the Ministerial Conference on the Protection of Forests in Europe and the United Nations Forum on Forests and the Convention on Biodiversity and other fora;
- verbetering van de bestaande communautaire maatregelen ter bescherming van de bossen en uitvoering van duurzaam bosbeheer, onder andere door middel van nationale bosprogramma's, in samenhang met plannen voor plattelandsontwikkeling, met meer nadruk op de monitoring van de diverse functies van bossen in overeenstemming met de aanbevelingen die zijn gedaan door de ministeriële conferentie over de bescherming van de bossen in Europa en het Bossenforum van de Verenigde Naties, het Biodiversiteitsverdrag en andere fora;

10. Support the formulation or updating as well as implementation of national forest programmes in developing countries through institutional strengthening and capacity building, forest partnership arrangements, provision of sector programme support and other assistance taking into account national development priorities.

(11) EMPHASISES, in this respect, the need to increase the role of the CPF, inter alia through continuing the activities of the advisory group on finance and further developing the CPF Sourcebook on Funding for SFM, as well as the need to increase the role of the National Forest Programme (NFP) Facility and other international and regional entities in encouraging and assisting countries to strengthen their capacity to develop national forest financing strategies within the framework of national forest programmes;

– promote periodic national forest inventories (nfi), with a view to covering all aspects of SFM (especially to introduce or further develop parameters concerning forest health, biodiversity, carbon storage, mitigation of and adaptation to climate change and socio-economic and cultural aspects), increasing the coherence of nfi data and ensuring valuable and timely information on forest resources worldwide;
