Welcomes the decision of the relevant Federation ministry to take over responsibility temporarily for financing cultural institutions such as the National Museum, the National Library and the Museum of History, and to allow some of them to reopen and all of them to work properly; calls for efforts to be made to urgently solve the status of the seven national cultural institutions – the National Museum, the Arts Gallery, the History Museum, the Literature and Theatre Museum, the Film Archive, the National Library and the Library for Blind Persons – so that they have a proper legal and financial status; calls for a long-term solution to the financing of these institutions;

Art. 2 The Union fully recognises the right of sovereign states to establish their own constitutional arrangements and to institute their own administrative structures according to their history, culture, tradition and social and ethnic composition.

This year the winners were: - Mrs Decorbez-Vernier, a French primary school teacher, for a "History of Europe" planned and compiled by her pupils alone. Primary school pupils will find it particularly accessible (Prize 1994); - Mr Romain Kirt, Luxembourg, for setting up the "Werner Foundation" to support Eastern European students (highly commended); - Mr Oege Weijs, Netherlands, for setting up the "Europhil" Society, whose aim is to organize international exhibitions showing the development of Europe through postage stamps (highly commended). The brief ceremony will take place in Brussels at the Office in Belgium of the European Commission (73, rue Archimède) at 17.30 hours and will be followed at 18.30 hours by an informal talk by Mr Noël, former Secretary-General of the Commission and former President of the European University Institute.
