Member States and/or regional and local authorities should be able to set up specific support structures to facilitate this kind of mobility, such structures should, within the framework of the EURES network, address the specific needs for information, guidance, cross-border matching between labour demand and supply and the resulting placements. With a view to achieve the objectives of rural networking at the European level set up in Articles 52(2) and 53(2) of Regulation (EU) No 1305/2013, and to carry out the tasks provided for in Articles 52(3) and 53(3) of that Regulation for the ENRD and the EIP network respectively, it is necessary to set up a Rural Networks' Assembly and to define its tasks and its structure, in accordance with the White Paper from the Commission entitled European governance , and in accordance with the Communication from the President to the Commission entitled Framework for Commission expert groups: horizontal rules and public register ( ‘Framework for Commission expert groups’).

This Decision sets out the organisational structure and operation of the European network for rural development (‘the ENRD’) and of the European Innovation Partnership network for agricultural productivity and sustainability (‘the EIP network’) by setting up an Assembly and a Steering Group, providing for their composition and their tasks and laying down rules for their operation.

19. Asks the Commission to conduct a detailed investigation into the costs, benefits and governance structure of such a network of European CRAs, including considerations of how nationally active CRAs could be encouraged to move to partnership or joint-network structures in order to draw on existing resources and staffing, thus possibly enabling them to provide increased coverage and allowing them to compete with CRAs active at cross-border level; suggests that the Commission could investigate methods of supporting networks of CRAs, but takes the view that any such network should be an industry-led initiative;

Tariffs, or the methodologies used to calculate them, applied by transmission system and LNG system operators and approved by the regulatory authorities pursuant to Article 25(2) of Directive 2003/55/EC, as well as tariffs published pursuant to Article 18 (1) of that Directive, shall be transparent, take into account the need for system integrity and its improvement and reflect actual costs incurred, insofar as such costs correspond to those of an efficient and structurally comparable network operator and are transparent, whilst including appropriate return on investments. Tariffs, or the methodologies used to calculate them, shall be applied in a non-discriminatory manner".

5. Welcomes the Commission statement that the EU rural development and structural funds should make a substantial contribution towards co-financing the Natura 2000 network; further welcomes the enabling of financing for Natura 2000 from rural development and structural funds; nevertheless, having examined the relevant proposals (structural, rural and Life+), considers them insufficient for the adequate co-funding of the Natura 2000 network and therefore also insists that a dedicated fund be set up for this purpose. Failing that, calls on the Commission to create a specific item dedicated to Natura 2000 financing in the new Financial Instrument for the Environment (LIFE+) in order to ensure the conservation of biodiversity in the network and calls on the Commission to secure the objectives of Natura 2000 in the negotiations on the financial perspectives for the period 2007-2013 and to guarantee that the proposed minimum of €21.35 billion is provided for the management of Natura 2000 as the main pillar of the EU biodiversity strategy.
