In its conclusions adopted on 3 April 2017, the Council underlined that the European Union will continue to actively engage in the processes leading to the elaboration of the Global Compact on Refugees and Global Compact on Migration, following the adoption of the New York Declaration for Refugees and Migrants in September 2016 In this context, the Council reaffirmed the need to protect all refugee and migrant children, regardless of their status, and give primary consideration at all times to the best interests of the child, including unaccompanied children and those separated from their families, in full compliance with the UN Convention on the Rights of the Child and its Optional Protocols.
De Raad heeft in zijn conclusies van 3 april 2017 onderstreept dat de Europese Unie actief betrokken zal blijven bij de processen die leiden tot de uitwerking van het mondiale pact inzake vluchtelingen en het mondiale pact inzake migratie, zulks als vervolg op de goedkeuring van de verklaring van New York voor vluchtelingen en migranten in september 2016. Through these strengthened efforts, the EU and its Member States will actively support the further implementation of the joint 2015 Valletta Action Plan and the elaboration of the UN Global Compacts on Migration and Refugees, as called for by the 2016 New York Declaration for Refugees and Migrants.

Notes that deforestation and forest degradation are responsible for 20 % of global GHG emissions, and emphasises the role of forests in climate change mitigation and the need to enhance the adaptive capacities and resilience of forests to climate change; calls on the EU to pursue its objective of halting global forest loss by 2030 and to at least halve tropical deforestation by 2020, compared with 2008 levels; underlines that achieving these commitments together with restoring 350 million hectares of forests, as called for in the New York Declaration on Forests, could reduce CO2 emissions by 4,5-8,8 billion tons per year by 2030; emphasises that without significant new mitigation efforts focused on the tropical forest sector (REDD+) the achievement of the below 2 °C target is likely to be impossible; calls furthermore for the EU to scale up international finance for reducing deforestation in developing countries;
