By way of derogation from Article 1, Finland, Sweden and Latvia may authorise the placing on their market of wild caught salmon (Salmo salar) and products thereof originating in the Baltic region and intended for consumption in their territory with levels of dioxins and/or dioxin-like PCBs and/or non-dioxin-like PCBs higher than those set out in point 5.3 of the Annex, provided that a system is in place to ensure that consumers are fully informed of the dietary recommendations with regard to the restrictions on the consumption of wild caught salmon from the Baltic region and products thereof by identified vulnerable sections of the population in order to avoid potential health risks.
In afwijking van artikel 1 worden Finland, Zweden en Letland gemachtigd uit het Oostzeegebied afkomstige en voor consumptie op hun grondgebied bestemde, in het wild gevangen zalm (Salmo salar) en de producten daarvan in de handel te brengen met gehalten aan dioxinen en/of dioxineachtige pcb's en/of niet-dioxineachtige pcb's die hoger zijn dan die welke vermeld zijn in punt 5.3 van de bijlage, mits er een systeem bestaat dat waarborgt dat de consumenten ten volle op de hoogte worden gehouden van voedingsaanbevelingen betreffende beperkingen van de consumptie van in het wild gevangen zalm en de producten daarvan uit het Oostzeegebied door kwetsbare bevolkingsgroepen om eventuele gezondheidsrisico's te voorkomen.

Some members of various European Institutions have suggested that such fisheries should be closed completely or subject to seasonal closures when dioxin and dioxin-like PCBs are likely to approach or exceed the limits.

B. whereas there is no scientific evidence that the use of fish products in animal feed might transmit BSE or TSEs; whereas strict regulatory controls, together with extensive investment by the industry, have ensured the safety of the food chain from contamination by dioxins and dioxin-like PCBs,
