8. Takes the view that the US plan to establish an anti-missile system in Europe at this time may hamper international disarmament efforts; expresses concern over Russia’s decision to suspend the observance of its obligations under the Treaty on Conventional Armed Forces in Europe; stresses that both issues affect the security of the peoples of Europe and should therefore not be the subject of purely bilateral discussions between the US and individual European countries; notes in this respect the Bucharest summit declaration issued at the last meeting of the North Atlantic Council, on 3 April 2008, calling for a comprehensive missile defence architecture that would extend coverage to all allied territory; calls on the Council and the Member States to establish a framework designed to include all EU Member States and NATO in the debate on the matter; invites the Council and NATO to evaluate estimated future nuclear threats from certain countries, as well as the danger of a new arms race in Europe, and to propose an adequate multilateral response to them, with the possibility of including the proposed US anti-missile system in the NATO framework;
8. is van mening dat het VS-plan om op dit moment een raketafweersysteem op te stellen in Europa de internationale ontwapeningsinspanningen kan hinderen; spreekt zijn bezorgdheid uit over het besluit van Rusland de nakoming van zijn verplichtingen krachtens het Verdrag inzake conventionele strijdkrachten in Europa op te schorten; benadrukt dat beide kwesties gevolgen voor de veiligheid van de volkeren in Europa hebben en daarom niet in het kader van louter bilaterale besprekingen tussen de VS en individuele Europese landen mogen worden beslecht; wijst in dit verband op de verklaring van de top van Boekarest die is afgelegd op de laatste vergadering van de Noord-Atlantische Raad op 3 april 2008, waarin wordt verzocht om een alomvattende raketafweerstructuur waarmee het hele grondgebied van de bondgenoten kan worden gedekt; verzoekt de Raad en de lidstaten een kader in te stellen om alle EU-lidstaten en de NAVO bij het debat hierover te betrekken; verzoekt de Raad en de NAVO een evaluatie te maken van de nucleaire dreiging die bepaalde landen naar verwachting in de toekomst zullen opleveren, alsmede van het gevaar van een nieuwe wapenwedloop in Europa en een adequate multilaterale reactie hierop voor te stellen, met de mogelijkheid dat het door de VS voorgestelde raketafweersysteem in het NAVO-kader wordt opgenomen;

Expresses its deep concern about the refusals of the former and current Secretaries-General of NATO, Lord Robertson and Jaap de Hoop Scheffer, to appear before the Temporary Committee or with that organisation's rejection of its request for access to the decision taken by the North Atlantic Council on 4 October 2001 concerning the implementation of Article 5 of the North Atlantic Treaty following the attacks on the United States on 11 September 2001; reiterates its request to make the decision public and at least to provide information on its contents, its past and current implementation, whether it still remains into force and whether CIA flights have operated within its framework;
34. is zeer verontrust over de weigering van de vorige en huidige secretaris-generaal van de NAVO, Lord Robertson en Jaap de Hoop Scheffer, om voor de Tijdelijke Commissie te verschijnen en met de afwijzing van de NAVO van het verzoek van het Parlement om inzage in het besluit van de Noord-Atlantische Raad van 4 oktober 2001 betreffende de inwerkingtreding van artikel 5 van het Noord-Atlantische Verdrag naar aanleiding van de aanvallen van 11 september 2001 tegen de Verenigde Staten; herhaalt zijn verzoek om het besluit in kwestie openbaar te maken of ten minste informatie te verschaffen over de inhoud ervan, alsook over de wijze waarop het besluit nu en het verleden is uitgevoerd, en te laten weten of het besluit nog steeds van kracht is en of CIA-vluchten in dat kader hebben plaatsgevonden;
