Phare and Obnova - the Community programme related to aid for Bosnia and Herzegovina, Croatia, the Federal Republic of Yugoslavia and the Former Yugoslav Republic of Macedonia - also contributed EUR 7.5 million and EUR 7 million respectively to this project.

Most Community assistance for the countries of South-Eastern Europe was until now provided under Regulation (EC) No 1628/96 establishing the OBNOVA programme and Regulation (EC) No 3906/89 establishing the Phare programme.

This Regulation repeals the OBNOVA Regulation and amends the Phare Regulation, and establishes a single framework for assistance to the countries of South-Eastern Europe: the CARDS programme (Community assistance for reconstruction, development and stabilisation).
Met de onderhavige verordening wordt die van OBNOVA afgeschaft en die van PHARE gewijzigd, terwijl tegelijkertijd een enkel kader wordt opgericht voor de steun aan de landen van Zuidoost-Europa: het programma CARDS (communautaire bijstand voor de wederopbouw, ontwikkeling en stabilisatie).

The principle source of funding, and in particular the provision of support to governmental actors, will be implemented under the regulations or agreements governing relations with third countries, including funds available under ALA/MED, TACIS, PHARE, OBNOVA and the Lomé Convention.

These regulations have the same Committee involved in their implementation and they only differ in their geographical scope and legal basis (Art. 308 (ex-235) TEC for countries benefiting from TACIS, PHARE, MEDA and OBNOVA [17], and Art 179 (ex-130w) TEC for developing countries [18]).
