This is deemed necessary because the instrument for long-term development will have excess balances while the instrument used to finance intra-ACP projects and programmes is in need of replenishment; a draft decision allowing for additional bilateral contributions from the EU member states for the African Peace Facility (8927/07); a draft decision on an additional allocation of EUR 36 million from the ninth European development fund (EDF) in order to ensure continued support to the population under the EU's cooperation programme with Somalia, pending the entry into force next year of the 10th EDF (7166/07) a draft joint declaration on combating drought and desertification, in support of a reform of the United Nations convention on combating desertification.

a) a strong Political Declaration to reconfirm Agenda 21, the Rio Declaration and the Forest Principles. These are the landmark documents that guide us on the path to sustainability in the new Millennium; b) a legally-binding commitment at COP 3 of the UN Framework Convention on Climate Change for a 15% reduction of the emissions of CO , CH and N O together below the 1990 level by the year 2010 must be agreed upon, as well as mandatory and recommended policies and measures, including harmonized ones, to ensure that this target is achieved; c) the creation of an Intergovernmental Negotiation Committee with a precise mandate and calendar to negotiate a global convention on forests, to be open for signing at the latest in the year 2000; d) new initiatives in key areas, notably fresh water, energy including the rapid establishment of a high-level intersessional forum of the CSD and eco-efficiency in the use of resources, inter alia taking into account the factor 4 concept for the medium term, and to provide the means of implementation for the realisation of agreed tangible results; e) the implementation of the various work programmes of the Biodiversity Convention and the completion of the Biosafety Protocol by 1998; f) urging the First Conference of the Parties to the "Convention to Combat Desertification in those Countries experiencing serious Drought and/or Desertification, particularly in Africa", to implement new forms of cooperation in the struggle against desertification; g) the reaffirmation of the integrated character of the environment, economic development and social development as well as the necessity of an integrated approach to reach sustainable development, including in relation to policies on investment and trade.

The Council approved, on behalf of the Community, the UN Convention to combat desertification in those countries experiencing serious drought and/or desertification, particularly in Africa.

-welcome the entry into force of the Convention to combat desertification in those countries experiencing serious drought and/or desertification, particularly in Africa, and urge the international community, States and major groups to participate actively in the work under the Convention, noting, within the scope of the Convention, the particular importance of the agreed priority given to action in Africa, and underlining the importance of CoP I in the Autumn of 1997; -acknowledge the particular progress made in the past 10 years in the field of ozone layer protection and stress the need for strengthened efforts by all Parties to the Montreal Protocol;
-tevredenheid over de inwerkingtreding van het Verdrag ter bestrijding van woestijnvorming in de landen waar ernstige droogte heerst en/of die door woestijnvorming getroffen worden, met name in Afrika, en een beroep op de internationale gemeenschap, de staten en belangrijke groeperingen om actief deel te nemen aan de werkzaamheden uit hoofde van dat verdrag, gelet op het bijzondere belang, binnen het toepassingsgebied van het verdrag, van de overeengekomen voorrang voor actie in Afrika, en onder beklemtoning van het belang van de CoP I in het najaar van 1997 ;

3. Euro-Mediterranean cooperation in this area should seek to: . protect the Mediterranean Sea and its coastal regions; . conserve natural resources, in particular the habitats of species of flora and fauna, and biodiversity; . combat pollution, erosion, desertification and drought; . promote the integration of the environment into other policies, particularly in the agriculture, fisheries, energy, industry, land and urban planning, transport and tourism sectors, in order to promote the sustainable development of the Mediterranean region. 4. Its priority objectives are: . integrated management of water resources, maximizing them by thrifty use of the resource, purification and re-use of sewage; . combating erosion and soil degradation and forest fires; . combating pollution, especially marine pollution; . reducing waste production and managing waste in an ecologically rational way; . protection and sustainable management of the coastline; . conservation of the natural heritage, of landscapes and beauty spots.
3. De Europees-mediterrane samenwerking op dit gebied moet gericht zijn op : . bescherming van de Middellandse Zee en de kustgebieden ; . behoud van de natuurlijke rijkdommen, in het bijzonder de habitats van fauna en flora, en de biodiversiteit ; . strijd tegen verontreiniging, erosie, verwoestijning en droogte ; . bevordering van de integratie van het milieu in de andere beleidssectoren, met name landbouw, visserij, energie, industrie, ruimtelijke en stedelijke ordening, vervoer en toerisme ter bevordering van de duurzame ontwikkeling van het Middellandse-Zeegebied. 4. De prioritaire doelstellingen zijn : . geïntegreerd beheer van de watervoorraden, exploitatie daarvan in het kader van een spaarzaam watergebruik, sanering en hergebruik van afvalwater ; . bestrijding van erosie en bodemverslechtering, alsmede bosbranden ; . bestrijding van verontreiniging, vooral van de zee ; . beperking van de afvalproduktie en ecologisch verantwoord afvalbeheer ; . bescherming en duurzaam beheer van de kuststrook ; . behoud van natuurbezit en landschapsschoon.
