The European Union and its Member States have again kept their place as the world's leading aid donor in 2015, providing more than half of the total Official Development Assistance (ODA) reported last year by members of the Development Assistance Committee of the Organisation for Economic Co-Operation and Development (OECD-DAC), according to the figures published today.

21. Recognises however that, as currently envisaged, the GEEREF may have difficulty in complying with the criteria for Official Development Assistance (ODA) established by the OECD Development Assistance Committee (DAC), as investment will be steered by prospects for financial returns rather than development needs; recognises the risk that poverty reduction, mentioned as a specific objective of the GEEREF, might become only a secondary priority of the fund; stresses, therefore, that, in addition to developing clear development criteria to screen projects eligible for GEEREF funding, the Commission must also significantly increase grant-based development aid in order to provide sustainable energy services to the poorest;

24. Agrees that the Africa Peace Facility needs to be strengthened and encourages other civilian mechanisms to contribute to it with increased, flexible and sustainable funding; emphasises that development policy is one of the main tools for addressing the root causes of insecurity but that it should not be subordinated to security policy; in this regard, points out that the criteria established by the Development Assistance Committee of the Organisation for Economic Co-operation and Development (OECD/DAC) for eligibility as Official Development Assistance (ODA) are currently too broad to prevent certain types of expenditure from being assigned to needs other than those relating strictly to the fight against poverty and the granting of genuine aid, and stresses that the EDF is not an adequate source for future replenishment of the African Peace Facility;
24. erkent dat het Afrikaans vredesinstrument versteviging nodig heeft en stimuleert andere civiele instanties om met ruimere, flexibele en duurzame financiering van de Europese Unie bij te dragen tot conflictpreventie, -oplossing en -beheer; beklemtoont dat ontwikkelingsbeleid een van de belangrijkste middelen is om de diepere oorzaken van de onveiligheid te bestrijden, maar niet aan het veiligheidsbeleid ondergeschikt gemaakt mag worden; wijst er in dit verband op dat de door de commissie ontwikkelingshulp van de Organisatie voor economische samenwerking en ontwikkeling (OESO/DAC) bepaalde criteria waaraan uitgaven moeten voldoen om in aanmerking te komen als officiële ontwikkelingshulp, momenteel te ruim zijn om te verhinderen dat bepaalde soorten uitgaven worden aangewend voor andere doeleinden dan de strikte bestrijding van de armoede of de daadwerkelijke hulpverlening, en benadrukt dat het Europees Ontwikkelingsfonds geen geschikte bron is voor de toekomstige aanvulling van de Afrikaanse Vredesfaciliteit;
